I have the honor to state in reply to Your Lordship’s despatch No. 22
of the 26th May, enclosing copy of a letter from Sir E. Watkin, respecting
railways in Persia, that I do not believe this subject has ever occupied the serious
attention of the Shah’s Government. The projects presented from time to time
by Europeans have been entertained principally as a means of profit to the Persian
Ministers and the agents employed by them, and as an inducement to the pro
jectors to construct a small railroad to a place of pilgidmage near the capital,
called Shahabdul Azim, at their own expense.
Transactions of this nature with the Persian Government or with Persian
agents abroad ought not, in my opinion, to be concluded without good advice,
and more especially if, in the interest of our Indian empire and of our prestige
in the East, it would be well to make the future public works of Persia essen
tially a matter of English initation and control.
An able report on railroads in Persia was drawn up in 1869 by an Austrian
Engineer in the service of the Shah, and I shall have the honor of submitting a
copy of this paper to Your Lordship by an early opportunity.
