at last, with the approval of the Com
missioner in ''Sind, Sir Bar tie Frere,
called on the Khan to remove them,
which was done. This was surely not
forcing any one on the Khan, or
lowering his pow^r. It was inducing
him to act himself, and to remove
people who were Vloing him and his
country harm. Cololael Phayre makes
a grievous mistake in\here calling the
present Prime Minister, Shahgassee
Wullee Mahomed, “the son of the
Darogah, Gool Mahomed.” He is no
relation whatever to the Darogah.
On the latter’s removal from office,
his successor, Shahgasse^ Wullee
Mahomed, was selected bv the Khan
as the most trusty and able\man in
all Beloochistan, and the selection
was fully approved by the British
authorities, and also by the Chief’s of
Beloochistan. Well has the Slmh-
gassee borne out that reputation.
and they were dismissed ; the present
Prime Minister, Shagassee Wullee Ma
homed, the son of the old Daro^ah just
named, being appointed Prime Minister
in his father’s place.
15. Interference advisedly used’
and approved by superior authority,
having for its object the good of the
Khan, and of the country, Colonel
Phayre had to be restricted from in
terfering, because he showed the one
idea he held was, that we were bound
to keep the Khan from wdiat he call
ed “ dragooning it over his subjects
under our moral support.” This w r as
in April 1869, and in December of
the same year, he upheld the same
doctrine, viewing the acts of the
Khelat Government as solely faulty,
and the refractory nobles as unfortu
nate victims.
15. Thus between 1854 and 1858
Tour of the Khan’s advisers and Prime
Ministers were dismissed, and the pre
sent one appointed, all owing to the
direct interference of the Political
Superintendent on the Frontier.
16. Active intervention with Mi
nisters, Khans, and Chiefs was not a
necessary part of General Jacob’s
policy. It was certainly not adopted
with the first and last, and only with
the second under exceptional circum
stances. Such circumstaces have not
occurred since August 1868, and I
therefore considered Colonel Phayre’s
proposed interference with the Khan’s
Government as unwarranted, and such
as it would be most unjust to sanction.
17. From this paragraph to 20, in
clusive, extracts are given from corre
spondence between General Jacob and
Sir Henry Green, at the time when
the Darogah Gool Mahomed and the
16. This shows that active interven
tion was an essentially necessary part
of General Jacob’s policy with Minis
ters, Khans, and Chiefs also, when he
saw that matter^ were going wrong.
It is clear too that\he power which re
moves and appoints Prime Ministers
virtually rules the country.
