the property, but it must be remembered' that the Murrees themselves always
accuse the Khan s own subjects in Cutchee of sharing in these raids, and of induc
ing the Moondahee Murrees to commit them, giving information as to where the
nocks and. herds will be found, acting as guides;, &c.
15.. I now. turn to the 4th point specified in the second paragraph of this
letter, viz., that in consequence of my treatment of Captain Harrison you have
withdrawn j^our support from me. I have already in this correspondence stated
that it you can produce one instance in which I have unjustly commented upon
any of Captain Harrison’s reports, I will at once retrhct and apologise for it.
16. To proceed, however, with the further notice W the point under reference,
I beg to observe that you have already informed me in a previous letter No. 520,
dated 22nd ultimo, that <£ the interests of the Khelat Government are specially and
solely in my charge, as the channel of communication between the British Govern
ment and that of Khelat.” In addition to this I would state, in order to make the
case as it now stands quite clear, that Captain Harrison is the officer empkyed
directly under me in those interests, and that properly speaking, he should not
receive any orders on the subject of his duties excepting through me. I submit,
however, that it is not merely Khelat interests that we have to, look to, but that
there are those of the British Government, both inside and outside the border. The
position therefore is somewhat different from what you have stated it to be, and that
this difference is of vast importance in the matter under discussion, I now proceed
to show. Indeed, it alters the aspect of the question entirely, when compared with
the contracted basis on which you have proceeded; for instance,\in addition to
Khelat affairs, I hold civil and political charge of the Frontier Districts, which
cover an area of upwards of 2,000 square miles, and are inhabited by u population
of 75,000 souls, a considerable proportion of whom are unclaimed border robbers,
who still retain their warlike, and in some instances their cattle-lifting propensities;
and finally, I am in Military command of 150 miles of Frontier, with 3 Itegiments
of Sillidar Cavalry, a Regiment of Rifles, and a Mountain Battery.
17. Captain Harrison, on the other hand, is posted at Khelat during the
summer months only, and what his work really is in extent and importance may be
