ascertaining also views of Persian Government My opiZn ^
plan would be to accept their own proposal, to inspect locality, making ma^and
come to Peheraa, a procedure which in respect of the Mekran boundary has
virtuaHy amounted to arbitration. They would in such case willingly rece ve an
Afghan Commissioner with the other at Teheran. I, as exercising good offices of
England should propose the settlement, and no decision would of course be
final until approved by the Ameer. Were Alison to propose an unbinding
aiInflation m the sense of my instructions, they might accept the procedure hut
not tiie results.

departure has been made, and I shall continue to press the arbitration to the

Your telegram of 1st received. From Mr. Alison’s of 2nd, we hope that
arbitration may be accepted in the terms of the Secretary of State’s instruc
tions. We consider that a departure thereform now would be unfortunate.
