My Lord Duke,
With reference to the correspondence ending with the
letter of the Political and Secret Department, dated 8th September 1871,
Ho. 91, on the subject of the Arms’ Clause in the Treaty between the King of
Burmah and the Government of Italy, we have the honor to state our opinion
that the erasure of the clause in question would he the most satisfactory
arrangement. But if this cannot be effected, then for all practical purposes,
so far as the Government of India is concerned, it would he sufficient if a clear
and distinct understanding were come to between the British and Italian
Governments, that the clause will remain a dead letter, no request for permis
sion to import arms through British Burmah being ever preferred.
