On the 2oth instant a verbal report reached me from the Director of the
Quarantine Department that this malady has again appeared in the neighbour
hoods of Samawah, Dewaniyeh, Hilla to the West and of Mendeli to the East.
. , 0n the 12th July Monsieur Padunai, Inspector, Quarantine Department,
informed me that from a report received from Dr. Wortabet at Sulunaniyeh
there seemed to be no doubt that the plague had appeared at a place called
Dana, on the further side of the River Zab, about 18 hours’ (45 miles) distance
irom that town, and that he was about to proceed thither.
He was not able, however, to get away till quite the end of the month.
On the 3rd instant I received intelligence confirming this intelligence.
My informant had just visited the spot and had seen eleven well marked
cases of bubos in the armpit and the groin, besides the characteristic bubo
which becomes livid, hard, and angry twelve hours before death takes place, and
the spots of the form and size of a lentil, black as ink, which cover the bodv,
and, after the appearance of which, all hope of the life of the sufferer is neces
sarily resigned.
The mortality was reported as very great indeed, but quarantine and every
possible sanitary measures were at once adopted: most happily it did not
spread beyond a circumscribed area, and it is now said to have disappeared.

Letter and Enclosures to HM Secretary of State for India, dated 20 December 1871.
The Enclosures consist of Despatches from Lieutenant-Colonel Charles Herbert, Consul-General, Baghdad, to the British Ambassador in Constantinople, concerning affairs in Turkish Arabia A term used by the British officials to describe the territory roughly corresponding to, but not coextensive with, modern-day Iraq under the control of the Ottoman Empire. .
The Despatches cover: insurrection of Shammar Arabs at Nisibeen; tribal affairs; intelligence reaching the Consul-General from Nejd [Najd]; statistics of deaths from cholera; the mutual irritation of the Persian Government and the Ottoman authorities over various incidents in the area; and intelligence concerning Abdullah [Abdallah ibn Faisal ibn Turki Āl Sa‘ūd] and Saood [Saud ibn Faisal ibn Turki Āl Sa‘ūd].
The Enclosures are dated 11 September - 2 October 1871.
