Hesqlution —It seems desirable that the attention of the Political Hesi-
dent should he drawn to the letter of Government of December 31st, 1858
No. 3417, which appears to have gradually slipped out of notice. It is proba
ble that considerable advantage may he secured to British trade by such
interference as Major Smith appears to have exercised with so much success,
but it may easily happen that in some particular case complications will arise
iom our intervention in cases where other than British subjects are concerned,
which may seriously compromise Government.
With reference to cases arising out of claims in which the British Govern
ment is entitled to interfere under the terms of the Maritime Truce, care should
be taken not unduly to extend the scope of the authority thus accorded to the
Representatives of the British Government in the Gulf. The system may
hitherto have worked well, mainly probably from the judgment and discretion
shown by the officers appointed to this region, hut officers in the Gulf are
changing, and as other nations appear on the scene, it may possibly happen that
parties aggrieved by a decision may carry their complaints elsewhere, and call
our proceedings in question in any case which does not come within the exact
terms of the Trucial Engagement.
