Enclosure no. 3 to dispatch no. 6 from the Secret Department, Bombay Castle, dated 27 March 1861. The enclosure is dated January 1861. Received 19 April 1861.
The enclosure consists of a letter from James McAdam Hyslop, Officiating Political Agent A mid-ranking political representative (equivalent to a Consul) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Agency. in Turkish Arabia A term used by the British officials to describe the territory roughly corresponding to, but not coextensive with, modern-day Iraq under the control of the Ottoman Empire. , forwarding a dispatch sent to HBM's Ambassador at Constantinople, giving a summary of affairs at Baghdad.
The letter includes a report from the British Agent at Bussorah [Basra] of the implications of the plunder of a Turkish [Ottoman] government vessel by a party of Arabs who were subjects of Persia [Iran].
