Enclosures nos. 3-4 to dispatch no. 11 from the Secret Department, Bombay Castle, dated 12 April 1861. The enclosures are dated February 1861. Received 6 May 1861.

The enclosures consist of letters from James McAdam Hyslop, Officiating Political Agent A mid-ranking political representative (equivalent to a Consul) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Agency. in Turkish Arabia A term used by the British officials to describe the territory roughly corresponding to, but not coextensive with, modern-day Iraq under the control of the Ottoman Empire. , reporting the satisfaction of the British Ambassador at Constantinople with Hyslop's conduct of affairs, and a change of Ottoman governor at Baghdad.
