I am strongly opposed to any such organisation as proposed by the
Admiralty and much prefer that recommended by me In my telegram
February 11th X*6468* I am convinced that my proposals would
produce better control, quicker turn round of ships and general
speeding up of traffic in the Port (Fibino ?) The whole business
of the Port would be under one man, the Port Director, who will
again be under the I.G.C., who is responsible for the forwarding
of all stores and supplies up river a d for the general working of
the Lines of Communication. Any attempt to introduce a divided
control in the Port would in my opinion be disastrous. Should be
remembered that conditions here differ widely from those in France
where purely Naval considerations must often have riority over
all others owing to enemy action. I am glad to hear that the two
officers asked for by me will shortly be appointed.
