Your reply alludes to I.W.T. only but I would point out
(1) It makes no allusion to the control of railways and
Basra pert paragraph 1 my telegram 23rd January X.5127
and (2) that I did not propose that civil administration
should take I.W.T, till after demobilization. I would
also urge that my paragraph No,5 should be considered
whatever decision the. Peace Conference may come to
railways and the; Port of Basra as well as I ■>.!.. v ill
have to be handed ov«r to some authority or other.
Capt.Tew may perhaps be In a position to value railway
but this is not clear. Reference last paragraph your
telegram ana your telegram 3rd February 255C M.R.3/1713
to vfhich a further reply will be sent Civil Commissioner
attaches importance to sale of boats to approved native
as well as British firms so as to prevent monopoly of
river traffic falling in hands of single firm. As regards
my paragraph No,6, Although Army Crder (special) dated
January 29th settles this point to some extent I would
represent that it is a question of (word undecodeable)
for the future and that conditions of service depend on
our remaining in this country can be settled If authority
to do so were given.

The file consists of copies and abstracts of telegrams regarding different aspects of marine transport in Mesopotamia [Iraq]. Most of the telegrams are weekly updates of the status of vessels and traffic in Mesopotamia and India.
