Mesopotamia if I had not se^-n an allusion to it in a telegram
addressed by Political Resident A senior ranking political representative (equivalent to a Consul General) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Residency. lo the Government of India
and which was repeated by my direction to me by General
Baghdad. (?) As you are aware from- my 1Q3797Q .M >G .91 W .T.
Jan, 1st, arrangements for the disposal in this country of
vessels supplied from India had been under my consideration
as the authority responsible for the Administrative Control of the
force In Mesopotamia. Lt. Col-- Maxwell is now in Mesopotamia
for that purpose . 2 vessels have already started for Calcutta
from Basra. If I had been informed of the Government^
negotiations with Lord Inchoape at an earlier date and direct
it would therefore have been more ?c ohvenient. It is presumed
that he has been instructed in each case to give the first refusal
to the original owner of vessels acquired by requisition and that
you wish me no?/ to suspend all action. Please confirm.
