This part of the volume consists of copies of enclosures to a secret despatch from the Government of India Foreign Department to the Secret Committee Pre-1784, the Committee responsible for protecting East India Company shipping. Post-1784, its main role was to transmit communications between the Board of Control and the Company's Indian governments on matters requiring secrecy. , Number 52 of 1856, dated 22 October 1856. The enclosures are numbered 3-11 and are dated 16 September to 18 October 1856.

They consist of correspondence and a minute by the Governor-General of India, Charles Canning, concurred in by the members of the Council, relating to the transport of arms and ammunition and the remittance of five lakhs One lakh is equal to one hundred thousand rupees of rupees Indian silver coin also widely used in the Persian Gulf. to the Ameer of Cabool [Amīr of Kabul, also spelled Cabul in this item], Dost Mahomed Khan [Dūst Muḥammad Khān Bārakzāy].
