It would seem that one of the chief causes underlying
the difficulty which is felt in Hesopotomia, affecting
the requirements of transportation, is the fact that
there exifcts no technical link in India connecting
Directors in the Field with tho organizations in India
who are responsible for the supply of personnel and
materials* In saying this, vie are not forgetting tho
somewhat limited powers vested in Lieut-Colonel H.X.

to, exists as far as other theatres of war are concerned
in Director of railways ana Roads and in tho Director of
Inland v.atervruys and Docks at *:ar Office* Briefly there
is no iigent in India acting entirely in the interests of
the Director of Railways in hesopotania*
The suggestion therefore is that a technical staff should
be organized under your Q,*h.G. which would be directly in
touch with the organization of transport in Mesopotamia;
which also 'would fulfil the following functions:-
( a} Re c ei ve demand s na d 3 from o ve rs o as •
(b) Authorize modifications which will hurry up
supply while meeting requirements.
( c) Undertake responsibility of a technical nature
for establishments and quality of personnel.
( dj Dravr up requisitions on supply departments.
