To the Commissioner in Scinde.
Sir, —I have the honor to acknowledge the receipt of your circular
to Collectors, No. 1520 of 1851, dated 5th instant, with accompanying
memo, from you, requesting me to report on any of the subjects noticed,
that I might think of interest.
2.—Of these subjects I propose shortly to remark.—1, On the
quantity of rain fallen.—2, Its probable effects on the health of the
people.—And lastly, on the provision for retaining w r ater for drinking
purposes, where rain-water is not to be had—the other subjects coming
more legitimately under the department of the Collectors, will be
more fully and ably reported on by them.
1st.—The quantity of rain that fell from the 5th of July to the 3rd
of August, was altogether 22 inches 3 9 cents, a very unusual quantity
for Kurrachee; and from all accounts the fall elsewhere throughout the
