Regarding Article 3, he pointed out that he had already explained
that such incidents could not be dealt with under an extraditio
agreement, but that he hoped that a separate agreement on the
subject would be possible, or, alternatively, that it might be embodied
in the Bon Voisinage An agreement or treaty based on principles of 'good neighbourliness', often signed between countries which share borders. Agreement. The Najd delegates expressed
themselves as unable to understand the objection to its inclusion
in the extradition agreement. They further pointed out that
Mr. Cornwallis had said that he had no authority to conclude a
treaty of Bon Voisinage An agreement or treaty based on principles of 'good neighbourliness', often signed between countries which share borders. , and hence if this clause was relegated to
the treaty its conclusion might be indefinitely postponed. Shaikh
Fuad went so far as to say that the Najd Government would not
sign an extradition agreement which did not include this Article
Article 4 .—The Najd delegates stated that their competent
authority for the purposes of extradition would be the Ministry of
Foreign Affairs in Jedda. A discussion ensued regarding the
necessity of including the last sentence of Article 5. Mr. Cornwallis
said that it was universally understood that, on urgent demand from
the other Government, one Government could arrest and detain an
offender pending the receipt of the complete charge sheet and other
extradition documents. In ‘Iraq such a prisoner could be detained
for three months.
Article /.—The attention of the Najd delegates was drawn to the
fact that in their draft they had omitted to make clear that the
crimes for which an extraditable person could be tried were limited
to such as he had committed before the date of his extradition
Mr. Cornwallis suggested the insertion after the words “ may not
be tried for any crime” of the words “committed before the date
of his extradition.” The Najd delegates stated that the inclusion
of this phrase would render the meaning obscure in Arabic. It
was decided to ask Mr. Antonius to draft an article in Arabic.

Mr. Cornwallis promised to present the draft Agreement of
Bon Voismage to the ‘Iraq Government on his return to Baghdad.

Agreement.

The part concerns the mission of Sir Gilbert Falkingham Clayton in 1928 to Ibn Saud [‘Abd al-‘Azīz bin ‘Abd al-Raḥmān bin Fayṣal Āl Sa‘ūd], King of the Hejaz [al-Ḥijāz] and of Najd and its Dependencies. The purpose of the mission was to conduct negotiations concerning the frontier between Ibn Saud's territories and Iraq and Trans-Jordan, and to discuss relations between the states.

The papers cover: correspondence and minutes concerning the progress of negotiations; interim reports by Clayton; the application of the Uqair [Al-ʻUqayr] Protocol; reports by Captain John Bagot Glubb, Administrative Inspector, Southern Desert; negotiations over frontier posts and extradition; tribal raids; list of places through which Ibn Saud passed on his journey from Riyadh to Mecca in April to May 1928, with distances and times, sent to the Foreign Office as an indication of the state of the roads in the area (folios 396-399); printed copies of Clayton's reports, April-June 1928 (folios 302-348), and July-August 1928 (folios 69-90); papers concerning the breakdown of negotiations, August 1928; and minutes by George Habib Antonius.

The part includes correspondence from: Clayton, Ibn Saud, the High Commissioner for Iraq, HM Consul and Agent, Jeddah, and the Colonial Office.
