I sa.w Nuri for five minutes yesterday. He asked that his letter
(attached) should be put up to Secretary of State and seemed

to hope for an interview.
It is worth while remembering that fluri has been recently
reported to have joined the ’ Leaaue of Oppressed Nat i on? *, a society
organised by the German Foreign Office for the unsettling of
British and French possessions in the East. He is probably a
mischievous individual and is, I believe, regarded by his own
people as shifty and unstable thou/$ii consistentjin extremeness of
views. His appearance is certainly against him. On the other
hand he is a brave man and served Feisal's cause well.
We shoul d,, it is presumed, tel egraph to Sir P. Cox asking
his views first of all. Possibly Ja'afar Pasha An Ottoman title used after the names of certain provincial governors, high-ranking officials and military commanders. will have views on
his compatriot. Meanwhile would Car A. Hirtsel, or perhaps the
Secretary of State himself, o€bfte to see Nuri?

can pay his own passage, though possibly from Port Said onwards he

would accept the same treatment as may^meted out to the Mesopotamian
officers from Syria who are awaiting,repatriation. It is probable
that as soon as he reached Baghdad he will begin propaganda of some
sort. On the other hand it might be wise to get him away from
Faisal as soon as possible.
