Y/ith reference to your letter of the 21st. ultimo
ho. P 6277, respecting the departure of Sir P. Cox xor
Mesopotamia, I am directed ty Earl Curzon of Kedleston to
say that he trusts that Sir P. Cox will endeavour, at the
earliest possible moment after his arrival, to associate
some prominent Arabs in the Government of the country.

Jaffar Pasha An Ottoman title used after the names of certain provincial governors, high-ranking officials and military commanders. to go to Mesopotamia, but Jafxar is now
with the Emir Eeisal and His Majesty's Government^can
scarcely press him to go to Mesopotamia and assist m tne
work of pacification unless they contemplate utilising
the services of the Emir. Moreover Jaffar Pasha An Ottoman title used after the names of certain provincial governors, high-ranking officials and military commanders. could not
now reach Mesopotamia in much less than two mom-ns.
One of the principal dangers, not only to British
policy in Mesopotamia, but to British policy elsewhere, is
the relation between Mustapha Kemal and the Mesopotamian
extremists. Mustapha Kemal will promise help in establishing
their independence and will certainly intend to substitute
for such independence later on, reincorpo~ution in tne
Ottoman dominions. It is necessary therefore to begin as
soon as possible to work for Arab independence of a kind which
will lead to division between Turks and Arabs and amioy
