I had asked Mr. Ballantyne to call, so that I

the sheikh on the Bahrein Petroleum Company's
application to he allowed to use radio telephones, and
explained that, as an adequate service operated hy
Imperial and International Communications Ltd. was
already available, direct communication with San
Francisco could not he permitted; that it would he
necessary to maintain the three-mile limit, save to the
extent that radio telephones might he used outside it
between Sitra and the outer buoy to the extent specified
in paragraphs 4 and 5 of Mr. Skinner's letter to the
Political Agent A mid-ranking political representative (equivalent to a Consul) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Agency. , of 18th March, P.Z.39; that within the
three-mile limit the Company might communicate with all
tankers, whether or not belonging to or chartered hy
them, and that these two latter points would represent
special concessions which we would expect the Company to
hear in mind.
Mr. Ballantyne did not appear much concerned
at the rejection of certain of the Company's demands,
and was clearly satisfied with the approval which had
been given to others. He said that the Company would

point at which it would he unnecessary to emphasise that
the various respects in which the Sheikh was meeting
