Chief local representative writes
19th February asking me to infonn the Sheikh that tank ship
*E1 Seguado" is equipped with high»powered wireless set for
communication with San Francisco and that it is important
that, during the progress of work of installing facilities
for shipping oil, vessel should be in constant touch with the
Head Office. He asks if there is any local objection to
tank ship communicating direct with San Franoisoo while lying

at anchor three miles east of Sitrah Island. He also asks if
there is any objection to other tankships oommunieating with
San Franoisoo while lying at anchor at Bahrein. I have not
communicated letter to the Sheikh.
2. I presume that license of Bahrein
Government is neoessaiy on the analogy of Article III of the
General Radio Communication Regulations when within territorial
waters, but I sun not clear what the legal position is if the
ship anohore just outside the 3 mile limit,

February, and is said to be arriving Bahrein, 22nd February.
