Note.— The “ Official List ” herein referred to is the “List of those mines which are private property, and of
“ those which have been given on lease by the Persian Government to different persons.” This
list has been supplied by the Persian Government, and is signed by the Minister of Mines.
Coal.
Coal is very abundant in the Elburz, both on its southern and northern slopes. Coal,
particularly in the region which begins near Kazvin in the west, and extends as far as
Tash, halfway between Shahrud and Astrabad, in the east. The official list made out
by the Persian Government mentions 25 coal mines in the Elburz, but I believe that
there would be no difficulty in finding many other places in the same hills at which it
would be advantageous to work for coal. Of the 25 mines enumerated in the list
eight or nine have not yet been worked. Just these eight or nine are the most
favourably situated, and their proprietors are desirous of associating themselves with
European capitalists. Most of the proprietors of the mines actually exploited would,
I believe, give over their rights for a comparatively small consideration, or also
associate themselves wdth any capitalists.
The formation of a small company having for its object the working of the coal near
Teheran, either by opening new mines or working the old ores and paying rent for
them, would be a profitable undertaking. The annual demand for coal is now,
however, not great. 15,000 tons at the utmost supply the market. The Persians do
not at present burn much coal, in fact, only the rich can afford to do so, for good coal
at Teheran hardly ever costs less than 305. to 405. a ton. Easy means of transport
from the mines to the city would much reduce the price; cheap grates should also be
introduced.
Coal has also been found in the hills west of Kazvin, towards Azerbaijan, and in
those east of Tash, towards Khorasan. There is some very good coal at Eirizi, north
west of Meshhed.
The coal of the Elburz is very good. In 1878 Herr v. John examined some samples
from the mine at Hiv {see Ho. 28 of official list), and described the Hiv coal as being
very fine, containing little ashes and giving a considerable quantity of fine and firm
coke. He considered it equal to the best Austrian coal. Coal has been found in
south-western Persia, notably in the Bakhtiari hills, and not very far from
Ispahan.
There is good coal at Bazergun, 13 miles north of Kerman, and at Deh i Takui, in
the Hizumi Pass, north-east of Kerman, on the road to Paver. Very good coal was

These papers, which are spread across two volumes, contain material relating to mines and mining rights in Persia, and more specifically to the affairs of the Persian Bank Mining Rights Corporation Limited, of which George Nathaniel Curzon was a director.
The first part (26 March 1890-27 March 1892) is mostly comprised of received correspondence regarding Curzon's appointment to the board of directors of the recently formed Persian Bank Mining Rights Corporation and the company's interests in mines and mining rights in Persia. Also included in this part are facsimiles of company correspondence and reports, forwarded to Curzon by the company's Secretary, Lewis Hamilton, concerning the company's affairs, with discussion of existing and potential mining sites in Persia. Notable correspondents in this part include Edward Albert Sassoon of David Sassoon and Company, as well as fellow board members and other representatives and associates of the Persian Bank Mining Rights Corporation such as Lewis Hamilton, Sir Lepel Henry Griffin, and Albert Houtum-Schindler.
The second part (1 July 1889-20 December 1892) consists of Curzon's own handwritten notes plus a selection of reports, printed papers, newspaper cuttings, and correspondence, not only on mining and mining rights in Persia, but also regarding the affairs of the Persian Bank Mining Rights Corporation. It includes a list of those mines that are privately-owned and those that have been given in lease by the Persian Government, as well as details of Persian mines that are at the disposal of the Imperial Bank of Persia. Papers directly relating to the Persian Bank Mining Rights Corporation include copies of a memorandum and articles of association, as well as circulars, balance sheets, and a copy of extensive correspondence between the company and Houtum-Schindler. Also included is a copy of the general report of another company, the Persian Road and Transport Company, dated March 1891.
Among the papers are four plans: three of the Elburz [Alborz] mountains (folios 33, 36 and 45) and one showing transport routes across Persia (folio 266).
The German language material consists of three book titles cited by Houtum-Schindler.

An additional foliation sequence is present in parallel between ff 1-276; these numbers are printed, and are not circled. The foliation sequence does not include either the front and back covers or the flyleaves of the volumes.
