General Report, March, 1891.
PART I.
In my last general report of September, 1890, I dealt with the road question,
taking it as a sine qua non that my business in Persia was to construct a load and
establish a system of transport by means of carts and fourgons, and I gave a few
figures to show to what a large sum the scheme, if carried out in its entirety,
would lead. In my opinion, no route can be constructed which will reduce the
cost of carriage by mules and camels as at present, under a very considei able sum ,
and before a good interest can be realised on the amount expended a large traffic
must be developed, and to carry on this large traffic a large rolling stock and stud
will be required. Regarding the probable cost of a road suitable for our requiie-
ments, my views have not altered since my inspection of the various xoutes, and I
am obliged to confess that I see no way out of my former conclusions; but rather
I am forced to believe that the figures should be largely increased, not dimini
shed. As this is so, and as it would be an immense risk to sink such a large sum
of money in the country at the present stage, I beg to propose the following
scheme by which we might have immediate returns, and also prepaie the way for
the future.
The road from Teheran to Korn to be completed and the two bridges
constructed as already estimated for. Although the cost of this is certainly
high, I think it will be justified by the large local traffic both in goods and
passengers which may be reasonably expected.
The road from Korn to Ibrahimabad, which, as mentioned in my monthly
reports, has been roughly constructed, to be continued to Sultanabad ; and an
additional sum of 60,000 krans expended. This amount will be sufficient to
make the road from Kom to Sultanabad a good fair weather road, which might
be used during seven or eight months of the year for vehicles.
On the road from Sultanabad to Shuster and the branches from Chelanchulan
to Isfahan and Burujird, 150,000 krans to be spent in improving the exceedingly
bad portions for the passage of baggage animals.
Pour caravanserais with stable accommodation for 100 animals and laige
sheds and storerooms; three caravanserais with stable accommodation for 75
animals and large sheds and storerooms; eleven caravanserais with stable
accommodation for 75 animals and small sheds and storerooms, and twenty-three
caravanserais with stable accommodation for 50 animals and small sheds and
storerooms, to be built.
The route I propose following from Sultanabad to Shuster is the one which
I think would be the best if eventually a good road has to be constructed. It
passes Chelanchulan, Kazan, Zagheh, and Khorremabad, and from the latter town
to Dizful traverses the track called on the accompanying map route No. 2,
and usually known in the district as the Jaidar or Chool route. Route No. 2

These papers, which are spread across two volumes, contain material relating to mines and mining rights in Persia, and more specifically to the affairs of the Persian Bank Mining Rights Corporation Limited, of which George Nathaniel Curzon was a director.
The first part (26 March 1890-27 March 1892) is mostly comprised of received correspondence regarding Curzon's appointment to the board of directors of the recently formed Persian Bank Mining Rights Corporation and the company's interests in mines and mining rights in Persia. Also included in this part are facsimiles of company correspondence and reports, forwarded to Curzon by the company's Secretary, Lewis Hamilton, concerning the company's affairs, with discussion of existing and potential mining sites in Persia. Notable correspondents in this part include Edward Albert Sassoon of David Sassoon and Company, as well as fellow board members and other representatives and associates of the Persian Bank Mining Rights Corporation such as Lewis Hamilton, Sir Lepel Henry Griffin, and Albert Houtum-Schindler.
The second part (1 July 1889-20 December 1892) consists of Curzon's own handwritten notes plus a selection of reports, printed papers, newspaper cuttings, and correspondence, not only on mining and mining rights in Persia, but also regarding the affairs of the Persian Bank Mining Rights Corporation. It includes a list of those mines that are privately-owned and those that have been given in lease by the Persian Government, as well as details of Persian mines that are at the disposal of the Imperial Bank of Persia. Papers directly relating to the Persian Bank Mining Rights Corporation include copies of a memorandum and articles of association, as well as circulars, balance sheets, and a copy of extensive correspondence between the company and Houtum-Schindler. Also included is a copy of the general report of another company, the Persian Road and Transport Company, dated March 1891.
Among the papers are four plans: three of the Elburz [Alborz] mountains (folios 33, 36 and 45) and one showing transport routes across Persia (folio 266).
The German language material consists of three book titles cited by Houtum-Schindler.
