1 have warned Townley and sent him text for publication.
If tiie necessity arises I propose myself to make the statement public on
authority of His Majesty’s Government. It'will have more efleet as there is
.a certain distrust of Reuter. That is why I lay stress on having Press
Bureau telegrams for dissemination.
In the event of war being declared by Turkey or hostile action being
taken by her, I would like if possible to be able to announce publicly that
no attack would be made by British forces or those of Allies on the holy
places or on Jeddah, provided that no hindrance is placed on arrival of
pilgrims from India. There may be some difficulty about latter point, but
the assurance of freedom of the holy places from molestation is a very
important factor in the view of Indian Mohamedans, and may make all the
difference in their attitude in the event of war with Turkey.
I should like an early answer on this suggestion.

Private. Your private telegram of the 30th ultimo. Holy Places. Foreign
Office concur in the public announcement suggested by you so far as it applies
to His Majesty’s Government, and are requesting Governments of France
and Russia to consent to similar assurance being given on their behalf.
Foreign Office also think that directly Turkey joins Germany His
Majesty’s Government should at once give every support and encouragement
to the Arabs to possess themselves of Arabia and the Holy Places. Please
see my private telegram of the 18th August and report as soon as possible
what can be done.

This file contains working drafts of confidential prints, correspondence and telegrams from the room of Sir Edmund Barrow, Military Secretary in the India Office The department of the British Government to which the Government of India reported between 1858 and 1947. The successor to the Court of Directors. , collected for the Mesopotamian Commission which was convened to examine the causes of the besieging and surrender of the Indian Expeditionary Force in Kut-el-Amara [Al Kūt].

The papers cover a range of topics and include the following: General Townshend's assessment of the situation after the Battle of Kut-el-Amara; a précis of correspondence relating to the origins and development of the Mesopotamia expedition; and a collection (ff 396-399) of private telegrams between the Secretary of State for India and the Viceroy, prior to the outbreak of war with Turkey.

The file also includes some tables showing the strength of General Townshend's force at Ctesiphon (folio 111) as well as the Indian Expeditionary Force 'D' (In Mesopotamia) Troops of the 6th Poona Division (folio 114).

Correspondents include: General Sir John Nixon; Major-General Charles Vere Ferrers Townshend; the Viceroy of India; officials of the Admiralty; officials of the War Office.
