The serious side of the situation, as far as India is concerned, is that it
Persia joins Turkey it will be very difficult for the Amir to resist any longer
influences in Afghanistan which are already preaching a Jihad amongst
some of the tribes. This would create a critical situation on the frontier and
amongst our frontier tribes, and it might so far affect our position as to
necessitate recall of some of our troops from overseas. It is therefore very
desirable in every way that Persia should maintain hci neutialitj.

Cox has suggested that in return for neutrality of Persia and suppression ol
Jihad we should give following undertaking to the Persian Government
(l.jj) That our troops shall be withdrawn from Ahwaz as soon as retire
ment of Turkish troops and cessation of Jihad admits of it.
(2i) That in the event of our possessing good quantity (?) of Irak we
*vill always maintain Shiah Governors at Kerbela and Najaf,
reduce Jieavy quarantine impositions on corpses and abolish
taxes on pilgrims.
(3;) That we will grant large loan without interest on security of
__ _ _ islands hi the. Persian Gull'.
~ These suggestions strike me as useful, and if you approve they might be
communicate(d) to Minister at Tehran for his views or for action in above
sense.
The acquisition of Irak foreshadowed in the second suggestion is an
eventuality that cannot be ignored in spite of the disadvantages of extending
our responsibilities, for a Turkish administration at Bagdad would always
be a source of trouble to us at Basra, and we could not admit presence of
any other Power* It is therefore probable that Bagdad will become our
possible objective, and there can be no harm in our contemplating that
contingency in our dealings with Persia.— Viceroy.

The successor to the Court of Directors. , collected for the Mesopotamian Commission which was convened to examine the causes of the besieging and surrender of the Indian Expeditionary Force in Kut-el-Amara [Al Kūt].

The papers cover a range of topics and include the following: General Townshend's assessment of the situation after the Battle of Kut-el-Amara; a précis of correspondence relating to the origins and development of the Mesopotamia expedition; and a collection (ff 396-399) of private telegrams between the Secretary of State for India and the Viceroy, prior to the outbreak of war with Turkey.

The file also includes some tables showing the strength of General Townshend's force at Ctesiphon (folio 111) as well as the Indian Expeditionary Force 'D' (In Mesopotamia) Troops of the 6th Poona Division (folio 114).

Correspondents include: General Sir John Nixon; Major-General Charles Vere Ferrers Townshend; the Viceroy of India; officials of the Admiralty; officials of the War Office.
