what I hear is that these comforts do not reach the men, probably owing to the great
difficulties of river transport. Still I will have another go at everybody all round
after to-day when I get back to Delhi.
I can only assure yon that the comforts sent from this country are done on the
most lavish scale, as I have taken trouble to ascertain, and it will be of no use
despatching all these comforts if they never reach their destination. 1 will let you
know further about this matter.

Telegram from Viceroy to Secretary of State for India,
dated 1st January 1910.
Private. Your private letter of 3rd December. Comforts for troops in Mesopo
tamia. Commander-in-Chief is quite sure that in India and between India and Basra
everything is right and that flow of stores, supplies, and comforts is regular and
complete, but beyond Basra he is dependent upon official reports, and these indicate
nothing wrong except shortage of river transport which we are straining every nerve
to remedy. He has, however, agreed to send Surgeon-General MacNeece to overhaul
and report on the medical arrangement^, and he is deputing Lord Chelmsford to go
to Mesopotamia to investigate and report upon the whole matter of supplies, stores,
and comforts at front.

Extract from a private Letter from Lord Hardinge to the Secretary of State
for India, dated 7th January 1916.
I enclose to you copies of correspondence with the Commander-in-Chief upon the
arrangements in connection with the health and comfort of our troops in Mesopotamia.
Surgeon-General MacNeece is, I believe, already on his way, and some other officer is
to be sent in place of Lord Chelmsford.

My dear General, 28th December 1915.
I enclose to you copy of a letter, with its enclosure, received this morning
from Austen Chamberlain.
I really think that, in view of the constant complaints that are made of the
insufficiency of supplies, stores, and comforts for the Mesopotamian force, it is very
desirable that somebody with a good organising capacity should be sent out to the
front to do much what Austen Chamberlain says was the task of Colonel Lee, who
was sent out by Lord Kitchener. What I do not understand in connection with the
comforts is why there should be a shortage. Is it that there is no shortage but that
the comforts are all at the base at Basra or Amara and do not get to the front ? I can
well understand that with the paucity of transport the moving up of comforts presents
some difficulties, but it is an operation that must be coped with, and medical comforts
in particular.
Will you kindly have this matter thoroughly investigated and have every step
taken to remedy any defects that may be found to exist?

This file contains working drafts of confidential prints, correspondence and telegrams from the room of Sir Edmund Barrow, Military Secretary in the India Office The department of the British Government to which the Government of India reported between 1858 and 1947. The successor to the Court of Directors. , collected for the Mesopotamian Commission which was convened to examine the causes of the besieging and surrender of the Indian Expeditionary Force in Kut-el-Amara [Al Kūt].

The papers cover a range of topics and include the following: General Townshend's assessment of the situation after the Battle of Kut-el-Amara; a précis of correspondence relating to the origins and development of the Mesopotamia expedition; and a collection (ff 396-399) of private telegrams between the Secretary of State for India and the Viceroy, prior to the outbreak of war with Turkey.

The file also includes some tables showing the strength of General Townshend's force at Ctesiphon (folio 111) as well as the Indian Expeditionary Force 'D' (In Mesopotamia) Troops of the 6th Poona Division (folio 114).

Correspondents include: General Sir John Nixon; Major-General Charles Vere Ferrers Townshend; the Viceroy of India; officials of the Admiralty; officials of the War Office.
