official military hierarchy is the Commander-in-Chief but I am
of opinion t v at by the force of circumstances he has aleaady
divested himself of the prooer attributes of a Commandor-in-Chief.
Ho is no longer the personal, active and visible Tar Lord,
(Jangi Lat Sahib) but is already to all intents and purposes a
h’ar Minister and this fact may 3ust es well be recognised. It
is I think essential that the ?'ar Minister in Indi a should be a
soldier though he is not s at home. The 7’ar Minister should, a?
as et home, be assisted by an Army Council consisting of: —
The Chief of the General Staff
The Adjutant General
The Quartermaster General end
A Commissary General , for supply and transport business
The latter would be a new appointment hich has no exact parallel
at home, but is to my mind a very necessary one in India where
supply, at all events, is a very complicate, btsiness, demanding
special training. As the Abolition of t e Commander-in-Chief
somewhat enhances the status of the Army Council, I think it is
necessary to raise the emoluments of the second, third and fourth
\
members. They now get 2500
rupees
Indian silver coin also widely used in the Persian Gulf.
a month which is the pay of a
Major General commanding a Brigade. It would be only reasohable
to raise the pay to He 3000 # which indeed was the pay of the
Adjutant General till it was cut down to meet the cost of the
Chief of the General Staff. That process might I think be reverse
and the pay of the Chief of t he General Staff ra a nC Qd from its
present e cessive rate of Hs 4500.
In addition to the Army Council there should be at Army
Headquarters an Inspector General of the iorces whose duty it
would be to see that the training of the forces in India should
be co-ordinated and on the same general lines as at ho? e. V*ith
