I have received your despatch Ho. 617 of
November ^Ist last regarding the estimated office
allowance required for the maintenance of His Majesty’s
Consulate at Ahwaz, and have noted with satisfaction
the economies proposed by Mr. Consul Monypenny.
^observe, however, that Mr. Monypenny has
included a number of items which should not appear
in the estimate. His attention should therefore be
drawn uo the fact that postages, telegrams and judicial
expenses may oe charged as separate items in his accounts,
and that expenditure lor the relief of distressed
British subjects is governed by the consular regulations.
I have also to point out that expenses on repairs and
tours require the prior authority of this department.
3. With regard to the salaries of the office
staff, although the two clerhs and the two Munshis A term used in the Middle East, Persia and South Asia to refer to a secretary, assistant or amanuensis. Munshis were employed in the British administration in the Gulf. at
present employed are pensionable under Government of India

rules, they cannot be eligible for pensions from His
Majesty’s Government when they are paid from office
allowance. If, therefore, these employees remain, they
must be placed on a non-pensionable basis, and the question
of giving them compensation lor the loss of their
pensionable service is now under examination by the
Government of India, whom it particularly concerns. In
