hr, ^onypenny had submitted proposals to th® Foreign
Cftice, London, for the retention of the entire present Government
of India Clerical establishment excluding the Second Clerk whom,
however, in the light of subsequent experience he now proposes to
retain also* In the event of his proposals being sanctioned, it
appears that no necessity will arise to serve any of th« said
establishment with notice under Article 436, Civil Service
Regulations, but the question as to how the past and future
service of the men should be treated presents itself for coasid^ra-
ti on „

is granted wh^n an appointment is abolished and it is noo possi ole
