Consular representation in Persia,
Sir,
I am directed to invite a reference to the despatch
from His Majesty 1 s Minister at Tehran, Ho.632, dated the 19th
October 1922,which it is understood Sir Percy Loraine wrote
before he saw the Government of India's despatch Ho.5 (Secret
External) dated the 13th July 1922.
2. The views of the Government of India as to the extent
of purely Indian interests in Persia are fully explained in
their despatch and I am to say that, in conformity with those
views, they accept the argument that save where there are
special Indian interests to be looked after, Consular Officers
in Persia should be appointed from the
Levant
A geographical area corresponding to the region around the eastern Mediterranean Sea.
Consular Service.
This principle however is inapplicable to Kirman which the
Government of India have recognised as falling within the
region in which India is specially interested and at which
there are also peculiar Indian local interests. Hor at
present do they see how the principle could oe applied to any
other post among those filled by officers of the Indian
Services with the exception of Ahwaz. The Consul at ^iwaz is
largely concerned with Bakhtiari affairs, as is me Consul
General at Ispahan. Bakhtiari affairs are important because
of their connection with the oil-fields - a British interest.
It is desirable that both officers,- who have to work together,
should be found from one service and that that service snould
