1. Reference Diary 43, paragraph 1.—Karim Khan, Balnch, as far as is
definitely known, is still at Tejend. Seen in Tejend a week ago he was
enjoying freedom as also were his 15 Baluch followers. The followers were
unarmed, but Karim Khan carried a sword. No further raiding on Sarakhs
frontier has been reported.
2. Russian Sarakhs, December 14th.—The Russian authorities have closed
Russian Sarakhs to travellers since December 7th. ^
AFGHANISTAN.
3. In recent communication with a late member of his staff, now residing
in Meshed, the ex-A mir of Bokhara complains of his position in Afghanistan!
He writes that he must get into touch with the British Government in London,
but that under present conditions this is impossible. He is afraid of the Amir
of Afghanistan and this also prevents him from communicating with the
British authorities in Kabul. Twice recently he has been refused permission
by the Amir of Afghanistan to go to Mecca as he has rightly guessed that this
is only an excuse to get away.
Apparently he still holds out hope of returning to Bokhara as he says he
has heard that his two and a half million subjects will never rest under
Bolshevik rule and that eventually they will succeed in either persuading or
compelling the Soviet Government to restore Bokhara to him.
4. Communication between Kabul and the rebel leaders in Turkista.n
is reliably stated to be conducted by two Bokharans named Muhammad Latif
Beg and Sayed Beg, the latter being a relation by marriage to the ex-Amir
of Bokhara. . All communications are sent via Kulab. These two men
conducted liaison between Enver

and the Afghan authorities at Kabul.
GENERAL.
5. An order has been issued in Turkistan that all males aged 17 years
must register forthwith for service with the colours when required.
6. During the past month batches of Mohammedan school boys have been
despatched from Turkistan to Moscow, where, it is stated, they will be
brought up in a stronger communist atmosphere. The protests of parents
are of no avail. It is further reported that Christian and Jewish children will
be brought to Turkistan.
7. The number of Afghan soldiers who were actually serving with Enver \
Pasha

was between 300 and 400. These, it is very reliably reported, were sent
over with arms but in ordinary clothes. Many have since returned to
Afghanistan but some still remain with the rebels in the Hissar area.
8. Rebel activities still continue near Bokhara, Kermineh, Katta
Kurghan, Samarkand and Eerghana. As far as can be accurately ascertained the
Bolsheviks appear to be content to remain inactive but in possession of all
places on the railway line although there are indications that decisive action
against the rebels in the Hissar area is contemplated.
9. It is noteworthy that all garrisons towards the Caspian are being
increased, also all posts on the Perso-Turkistan frontier. A reliable informant
states that it is generally believed that troops are being increased in the Caspian
area with a view to speedy transportation in the event of war between Turkey
and the Allies.

The summaries often include appendices which are usually extracts of local and national newspapers published in the regions and countries of interest, including Nabat , Rosta , Izvestia , Ittifaq-i-Islam , Bednota, Prolitarii , Sharq-i-Iran, and Pravda . Other appendices contain details of Bolshevik Garrisons in the region.
