MESHED INTELLIGENCE DIARY No. 39, FOR THE PERIOD ENDING 13th
NOVEMBER 1922.
Local.
1. Colonel Muhammad Wall Khan, reported to be an official in the
arsenal at Kabul, arrived in Meshed on pilgrimage on November 2nd.
2. Haji Abdul Rahim, aged 58, son of Haji Ahmad of Bahera, Shahpur,
Punjab, who arrived in Meshed ^-Bokhara on October 22nd and left for
Luzdap on.October 28th together with those mentioned in Consul-General’s
Diary No. 43, paragraph 1, arrived in Birjand on November 9th. When
interviewed here he was particularly reticent regarding affairs in Turkistan,
but, according to a report from Birjand, he has been airing his views there
somewhat freely regarding the concentration of troops in Turkistan prior to

an attack on India. This individual is due to arrive in Quetta about Novem-*
ber 26th.
General.
3. Information from a source which is usually reliable states that at the
conference held at Baisun, the Bolshevik representatives made a secret pro
posal to Lnver

which emanated from Moscow and that the latter had
replied favourably.
There has been no fighting in Bokhara and everything points to some
understanding having been amicably arrived at.
Arrivals at Sarakhs, up to November 9th, state that nothing is known
openly regarding the position between Enver and the Bolsheviks although they
state it is rumoured that the Bolsheviks have succeeded in winning him over.

4. Kizil Arvat, November 5th. —Reference Diary No. 38, paragraph 6.
The strike of locomotive engineers and railway workmen has now been settled
and the men have resumed work. Normal railway traffic was resumed on
November 1st. The leaders were arrested and the men resumed work on an
order being issued that those who failed to do so would be shot. No increased
ration allowance has been granted so the workers have gone back more
discontented than before.
5. Tejend, November 1st. —ReferenceDiary No. 38, paragraph 10. Khawja
Quli is reliably reported to be 30 miles north of Tejend where he is stated to
be collecting men to assist Junaid Khan. Quli’s family have been arrested
by the Bolsheviks and taken to Merv. He has been informed that they will
be put to death if he persists in creating trouble in Turkistan. A notice has
also been issued which states that the families of other Turkomans who join
Qulj will be similarly treated.
6. Kirhi, October 20th. —Work on the Kirki-Karshi railway line is being
expeditiously carried out and is now nearing completion.
7. The Oxus has fallen to such an extent in the vicinity of Kirki that
shipping has, for the present, been entirely suspended. Supplies for Termez
are being sent by road.
8. Kachakoff, the military commander at Kirki, has been recalled to
Tashkent.
9. Kushk, November According to a report by a reliable informant,
the supplies in Kushk Port are sufficient to last the present garrison (estimated
4,500 troops) for six months. The same reporter states that there is a large
quantity of military stores much in excess of the normal requirements of the
garrison. He was unable to ascertain the exact quantity or nature of these

The summaries often include appendices which are usually extracts of local and national newspapers published in the regions and countries of interest, including Nabat , Rosta , Izvestia , Ittifaq-i-Islam , Bednota, Prolitarii , Sharq-i-Iran, and Pravda . Other appendices contain details of Bolshevik Garrisons in the region.
