MESHED INTELLIGENCE DIARY No. 36, FOR THE PERIOD ENDING 23rd

Local.
1. Information received from a member of the Russian Consulate at
Meshed states that an order has been issued from Moscow for the mobilisation
of all men of the ages of 21, 22 and 23 years, who are to serve 18 months
(sic) in the regular Red Army. After 8 months these men will replace an
equal number of men of older ages. Each year men reaching the age of 21
years will be automatically recruited to replace older men.
2. Reference note in Appendix II to Diary No. 34. Yinogradoya is not
the same as mentioned in Who’s Who in Central Asia No. 841. She has been
interviewed, and has been given her freedom by the Persian Police. Vino
gradova stated that she is a Pole and was married to a Russian, since dead. She
was not married to Maximoff as stated by that man.
Tkanscaspia.
3. Russian troops are replacing Mohamedans on the Afghan frontier.
On the 6th October, a train of 38 wagons of Russian troops of the 1st Samara
Regiment passed Merv for Kushk. On the 8th October, 400 Uzbeg troops
(unarmed) reached Merv from Kushk, and proceeded to Tashkent.
4. Kizil Arvat, 4th October .—Russian cavalry are visiting Turkoman
oamps, and commandeering Turkoman horses at their own prices. Horses are
taken to Kizil Arvat and railed away east.
5. Lulfdbad, 17th October .—During the past 12 days, 1,800 Russian troops
have passed from Krasnovodsk going to Tashkent. They belonged to the 1st,
3rd and 4th Caucasian Regiments.
6. Persian Sarakhs, 12th October .—Three Yamuts from Junaid Khan
arrived at Sarakhs on the 7th October, and proceeded to Herat the next day
via Zarabad. Their mission is unknown.
7. Merv, 15th October .—^Supplies are short in the town where troops are
under fed and are said to be begging in the streets. 1,000 of the garrison have
been sent to Kushk and Takhta Bazar to relieve the strain on the Merv
supplies.
• Bokhara.
8. Arrivals state, (i) that the people of Bokhara and Samarkand are
complaining against the issue of the 1922 Bolshevik Rouble Notes, and are
threatening to join the rebels. They avoid using the notes by bartering their
goods for other commodities. Many are exchanging their belongings for
horses, and intend to migrate to other countries, {ii) Large numbers of
Russian troops with guns are arriving at Charjui from Tashkent, ’and are
being sent to Kirki by the river and land routes.
9. Turkoman arrivals in Meshed state that heavy fighting is in progress
near Kirki.
Tashkent.
10. Reports from Tashkent state that conditions are deplorable, and that
|thousands are starving. The authorities have wired the Commissars on the
"Persian frontier to send wheat, as the troops are without bread.
