Local.
1. The following report has been issued by Lutsenko, the Russian in charge of
propaganda in Meshed :—
“ Enver Pasha’s army was defeated by the Russians near Charjui Bridge,
and in addition to taking 6,000 prisoners, 5 million rounds of rifle
ammunition and other war material, they captured 8,000 British
rifles.”
2. Hakimov, the Russian Consul General, has expressed his indignation to the
Russians in Meshed, because of their non-registration at the Russian Consulate.
Only those in the service of the Russians, and a few Caucasian Turks have register
ed.
3. Reference Diary No. 11, paragraph 35. —The members of the Russian Boun
dary Commission left Meshed on the 7th July for Astarabad, via Askabad.
Afghanistan.
4. Reference Diary No. 17, paragraph 33. —The Herat paper Itfaq-i-Islam,
No. 42, dated 14th June, gives the following names of the members of the Special
Mission from Angora to the Court of Afghanistan :—
(1) H. E. Fakhri Pasha An Ottoman title used after the names of certain provincial governors, high-ranking officials and military commanders. , Special Envoy.
(2) Sharif Beg Gund Mishar, Military Attache.
(3) Naiyar Beg, Head Clerk of the Mission.
(4) Wahid Beg, Second Clerk.
(5) Ali Shaukat Effendi, Munshi A term used in the Middle East, Persia and South Asia to refer to a secretary, assistant or amanuensis. Munshis were employed in the British administration in the Gulf. .
(6) Hafiz Sadiq, Imam of the Mission (Priest).
(7) Abbas Effendi, Interpreter.
(8) Nadim Beg, Gund Mishar.
(9) Hasan Beg, Kundak Mishar.
(10) Haidar Ismat, Doctor.
(11) Noox-ud-Din, Tolimishar.
(12) Jawad Beg, Tolimishar.
(13) Nazim Beg, Tolimishar.

5. Report from Askhabad says the Persian Consul is at liberty, but is being
watched by the Russians. The Consulate has not yet been re-opened.
6. The harvest in Turkestan has not been good, and in many places wheat has
been badly damaged by locusts.
7. 3rd July .—Lutfabad agent reports 2,300 Russian and Mohammedan troops
passed since the 24th June from Krasnovodsk for Merv. They are said to be for
Kushk, Takhta Bazar and Termez..

The reports cover the period of the week ending 1 January 1921 to the period ending 1 January 1923. They are initially issued by the British Military Mission, Meshed [Mashhad, also known as Mashad or Meshad], and later by the Military Attaché, Meshed. The intelligence summaries, and diaries, relate to political, foreign, military and diplomatic affairs in the locality and the neighbouring regions and are variously arranged under (chiefly) the following headings: 'Khorasan and North-East Persia'; 'Herat and Afghanistan'; 'Russian Turkistan'; 'Khorasan'; 'Cis-Frontier'; 'Trans-Frontier'; 'Afghanistan'; 'Bolshevik Garrisons'; 'Local'; 'Transcaspia'; 'Bokhara'; 'Tashkent'; 'Central Russia'; 'Khiva'; 'Ferghana'; 'General'; and 'Samarkand'. The summaries often include appendices which are usually extracts of local and national newspapers published in the regions and countries of interest, including Nabat , Rosta , Izvestia , Ittifaq-i-Islam , Bednota, Prolitarii , Sharq-i-Iran, and Pravda . Other appendices contain details of Bolshevik Garrisons in the region.
