Appendix II—Intelligence Summary No. 4.
Rules foe the Governance of Communists (Bolshevik) of Persia—
** ( 24 0 The Central Committee should meet the Ayalat (provincial) and
Wilayat (district) representatives in Conference once every six months.
(25) An inspecting commission will review the policy and audit the ac
counts of Committees and report to the General Congress (“ Kingra ”).
Ayalat and Wilayat Organizations.
(26) The Ayalat (provincial) Committees are elected at the Ayalat Con
ferences and the Wilayat (district) Committees at the Wilayat Conferences.
(27) The Ayalat and Wilayat Conferences will appoint an inspecting
Commission.
(28) The above Committees are empowered to call extraordinary meetings
of the Conferences.
(29) Ayalat (provincial) and Wilayat (district) Conferences must meet
once every six months.
(30) The Conference will enquire minutely into the activities of the Com
mittees and can appoint new Committees.
(31) An Ayalat (provincial) Committee consists of five members and a
Wilayat (district) Committee of three.
(32) Ayalat (provincial) and Wilayat (district) Committees will also
appoint special branch Committees,
(33) Ayalat (provincial) and Wilayat (district) Committees must meet
■once every week.
(34) The Ayalat (provincial) and Wilayat (district) organizations must
meet in Conference once every three months.
(35) The above Committees will give their branch organizations pro
grammes to carry out.
(36) Wilayat (district) Conferences will send delegates to Ayalat (pro
vincial) Conferences and Ayalat Conferences to the General Congress.
Local Organizations.
(37) There will be a general meeting place for Divisional and Sub-divi
sional Committees.
(38) If local Committees cannot hold Conferences they themselves are
empowered at general meetings to function as Conferences.
(39) The general Conference of the Divisional and Sub-divisional Com
mittees will be held once a month.
(40) Divisional and Sub-divisional Conferences will guide and control the
work of the Divisional and Sub-divisional Committees.
(41) The above Committees are composed of three members.
(42) A Hauza is composed of not more than 20 persons. The duties of a
Hauza are—
(a) to educate the people in the aims and objects of their creed;
(5) to introduce new members to the local Committees for their ap
proval ;
(c) to carry out the orders of the local Committee.
In all political and economic questions they will endeavour to forward th e
aims and principles of their creed.
(43) The Hauza will select three of its members to carry out these duties.

The summaries often include appendices which are usually extracts of local and national newspapers published in the regions and countries of interest, including Nabat , Rosta , Izvestia , Ittifaq-i-Islam , Bednota, Prolitarii , Sharq-i-Iran, and Pravda . Other appendices contain details of Bolshevik Garrisons in the region.
