deserted with two rifles. He was apprehended and sentenced to imprisonment
doing- his terms under Consular arrangements. He then joined the Persian
Gendarmerie and was discharged on its dessolution. Description : slightly above
middle height, spare, scanty moustache and heard. Large black eyes, upperlid 8
puffy. Short nose. Abdul Ali, e^- sepoy Term used in English to refer to an Indian infantryman. Carries some derogatory connotations as sometimes used as a means of othering and emphasising race, colour, origins, or rank. of 106th Pioneers and of Khorasan
Levies, Description : age 22, alight yellowish moustache, small yellowish eves
blunt nose. About middle height, well built. Knows Urdu well. Both'
Barbaris are commissioned to remain in Quetta.
10. A Russian called Svistunov, formerly of the Russian Bank, Meshed
left by motor for Birjand during the week under report. He will there stay
with a Russian resident doctor called Vladimirov. With him travelled an
Armenian whose destination is Karachi, probable name M inasyantz.
11. A Bolshevik named Ghnlam Hussein Khan arrived from Tashkent on
the 26th and left for Teheran on the 27th December. He is stated to be an
inspector of Bolshevik agents and espionage organizations.
12. The Jew, Prank, who kept an apothecary’s shop in Meshed but was
suspected of being a Bolshevik resident agent, committed suicide by taking
strychnine on the night of the 27th. Various reasons for the act are ascribed
but it is curious that the Bolshevik Consul General paid him a visit the day
before his demise. He left the equivalent of £800 to a friend in Mesbed
which affluence rather strengthens the suspicion that he was a Bolshevik agent,
) 13. A discharged agent of this office and well acquainted with its other
employes, has been taken into service by the Bolshevik Consul General and
, in a similar capacity.
14i. A story which rests on slender foundations is to the effect that the
Bolshevik Consul General on visiting a Persian military officer suggested a
certain nominee to the Governorship of Turbat. 'Whether true or not in this
particular instance, it is highly likely that his patronage will be souaht by
|those hungry for office who think they may be advantaged thereby. It is just
|as likely tliat the Bolshevik official will try to plant his friends and toadies
/'wherever possible—especially on the line to India.
15 The Bolshevik Consul has instituted a regular courier service between
Meshed and Askhabad.
16. Economic. —A committee is sitting to decide on the expediency of
further export of wheat to Russia. It has now recommended that 15,000
kharwars (4,353) tons, which amount includes that illegally disposed of by
Muhammad Taqi Khan to the Bolsheviks be allowed to be exported.
Twenty-five thousand kharwars are to be conveyed to Teheran to supple*
ment the resources there.

17. The Persian Government promised 1,000 kharwars of rice to Russian
exporters. Of this quantity the latter are taking over 9,000 poods (133 tons)
irom Bandargaz which is entirely unfit for consumption. They are prepared
to accept anything and everything in the way of food grains.
There has been.an attempt to boycott the Vnieshtorg and Tsentro Soyuz
on the part of Persian merchants of Enzalli and Meshed-i-Sar because these
tw’O corporations reserve to themselves the right to import sugar into Persia.
Turkmen continue lawless. The mail which arrived in Bandargaz from
Mazandaran on the 18th December had been attacked by them.
Accounts of anti-Semitic disturbances have been brought to Bandargaz
by arrivals from Baku. One story is that the Jews when in their synagogue
tneie on an occasion were surrounded by work people who were determined to
massacre them They were only saved by the prompt action of the military
and police. The incident has terrorised the Jews many of whom have left
Ba vu. Ihe working people are now persuaded that until the Jews are
removed from office Russia will never recover.
