THE INSOLENCE OF FINLAND.
jjfoscow, December 7th .—The National Komissar for Foreign Affairs has
received a !Note from the Government of Finland in which it is recorded that
Finland as a member of the League of Nations has, in an appeal to the latter,
intimated that the wnole of the population of Karelia has risen in armed
revolt. The Government of Finland deplores the vexatious acts perpetrated
by the Soviet Government in respect of the population of Eastern Karelia.
It requests the Council of the League of Nations to examine the Eastern
Karelian question and to appoint a Commission of Inquiry.
REPLY OF THE NATIONAL KOMISSAR FOR FOREIGN AFFAIRS
OF THE RUSSIAN SOCIALIST FEDERATED SOVIET REPUBLIC,
. The Minister for Foreign Affairs of the Russian Socialist Federated
Soviet Republic, Comrade Chicherin, has circulated to all the Powers his
reply to this insolent Note. Therein he lays down :
“ The reference by Finland to the League of Nations seems to be an
attempt to attract the Powers to participation in the internal affairs of the
Russian Socialist Federated Soviet Republic It is also an attempt to force
decision on a Russo-F’innish question by the interference of a Coalition of
Powers called the League of Nations in the composition of which are States
openly hostile to Russia, for instance France, also others who participate in
all hostile movements against the Russian Socialist Federated Soviet Republic,
and Japan who at the present moment is grouping military formations in the
Far Eastern Republic which is in alliance with us.
‘• The proposal to form a Commission to investigate the situation in
Karelia appears to be an attempt on the rights of the Russian Socialist Federated
Soviet Republic, an attempt to introduce an organ of hostile Powers into the
territory of a neutral.
“ The Note rejects with indignation all reference to the possibility of
investigation and decision by the abovementioned League on questions afifectin o'
the internal organization and the State appurtenances of a detached portion
of the Russian Socialist Federated Soviet Republic.
“ The reference by the Government of Finland to the so-called League
of Nations appears as an act of hostility and an infraction of the Yurevski
Peace Treaty.
‘‘ In addition to the above the Note points out a whole series of facts
relative to the organization in Finnish territory of Whiteguard bands who
raid into Eastern Karelia, and stigmatizes the reference by the Government
of Finland to the League of Nations as an act calculated to excite European
opinion against Russia.
“ Hence, the Government of the Russian Socialist Federated Soviet
Republic insists upon the following :—
I. That the frontier shall be closed to incursions by bands into the
Labour Commune of Karelia.
II. That all material and moral support of Whiteguard organizations
preparing for attack upon the Russian Socialist Federated Soviet
Republic, and particularly on Karelia, shall cease.
III. That all organizations existing in the territories of Finland which
are concerned in planning and supporting attacks on the Russian
Socialist Federated Soviet Republic, and particularly on Karelia,
shall be dissolved.

The summaries often include appendices which are usually extracts of local and national newspapers published in the regions and countries of interest, including Nabat , Rosta , Izvestia , Ittifaq-i-Islam , Bednota, Prolitarii , Sharq-i-Iran, and Pravda . Other appendices contain details of Bolshevik Garrisons in the region.
