There is in Poland not one Government but two : one, the official and
outward which conducts pourparlers and signs treaxies, the other, hidden,
operated by a considerable portion of the officer class, with the former head
of the State, Pilsudski, in control. The imperialists of France direct affairs
through this secret Government. At a time when the official Polish Govern
ment, under compulsion not only by the working classes but by the bourgeois
groups at large, directs its policy towards peace with Soviet Eussia the
provocative agencies of Pilsudski do all in their power to frustrate it.
We do not know who will prevail in Poland this winter of early spring—
those who are for peace with Eussia or those who are for war.
We must be ready for the worst. The Eed Army will scatter those
Petliurian bands hurled at us by Poland.
The Eed Army wiU double its effort for military preparedness.
]So change in events shall take the Eed Army unawares.

We are informed from Constantinople that General Slashchev has addressed
a letter to the foreign press containing an explanation of his unexpected
decision to return to Eussia. “ At the present moment I am on my way to
the Crimea. Everybody thinks I am going to take part in a conspiracy or to
organize rebels. That is nonsense for in Eussia revolution is finished. If I am
asked how it is that I, a defender of the Crimea against the Eeds, have now
gone over to them I will answer that I did not defend the Crimea but the
honour of Eussia.’ 5
THE FAILUEE OF THE JAPANESE.
The Japanese press confess that Japan has achieved complete failure in
the internal Siberian policy.
JAPAN IS AGAINST EISAEMAMENT.
London, loth .—Japanese naval circles are protesting against the disarma
ment of Japan, considering it an act of injustice on the part of the Allies.
POLAND AND DISAEMAMENT.
The Polish press is alarmed at the rumours that there have been discussions
at the Washington Conference regarding the disarmament of Poland. One
paper writes that thanks to Eussian intrigue in Germany it has got about that
Poland is hatching a new plan of attack on Eussia. Hence, a story is abroad
that Poland will not ratify the Eiga treaty. The Polish Government has issued
an official statement to the effect that it is unable to say anything on the
question of disarmament.
FEANCE AND EUSSIA.
France has maintained a very irreconcilable attitude towards Soviet Eussia
up to the present, refusing all discussions with us. There is now observable a
slight change in her policy. Her Government has allowed it to be understood
that it is ready to proceed to discussions with Soviet Eussia in connection with
the recognition of pre-war debts.
The French press compliments the Government on its departure from its
former irreconcilable policy. It says that the times are now far off when

The intelligence summaries, and diaries, relate to political, foreign, military and diplomatic affairs in the locality and the neighbouring regions and are variously arranged under (chiefly) the following headings: 'Khorasan and North-East Persia'; 'Herat and Afghanistan'; 'Russian Turkistan'; 'Khorasan'; 'Cis-Frontier'; 'Trans-Frontier'; 'Afghanistan'; 'Bolshevik Garrisons'; 'Local'; 'Transcaspia'; 'Bokhara'; 'Tashkent'; 'Central Russia'; 'Khiva'; 'Ferghana'; 'General'; and 'Samarkand'. The summaries often include appendices which are usually extracts of local and national newspapers published in the regions and countries of interest, including Nabat , Rosta , Izvestia , Ittifaq-i-Islam , Bednota, Prolitarii , Sharq-i-Iran, and Pravda . Other appendices contain details of Bolshevik Garrisons in the region.
