Khawanin forced this correspondent to leave Bajgiran on suspicion of being
a British agent. Steps have been taken to appoint another.
Lutfabad .—November 24th and 29th.
Shams Ali, the Persian Consular Agent at Askhabad, has been in com
munication with Tehran through a Persian telegraph office on the question *
of the establishment of Bolshevik Consulates in Khorasan and the rehabilita
tion of the Persian Consulate at Askhabad. The Tehran Government have
sanctioned 70
tomans
10,000 Persian dinars, or a gold coin of that value.

Agent, will not be sufficient to pay the rent of the house and the wages of an
office attendant.
On the 28th November a troop train with 500 men, three armoured cars
and one small gun passed Artik going east. Another conveying 11 armoured
cars goin 01 east w r as halted for two days at Qauvshut railway station between
Artik and Kaakhka. Different reports give the objective as Kokand and
some destination in Siberia. The incidence of snowy weather would seem
to rule out both destinations. Information has been sent to Sarakhs in case
the consignment is switched to Khushk from Merv. Two hundred and fifty
demobilized troops eastwards completes the troops movement for the period of
report.
EhaHstar ,—December 1st.
The Bolsheviks are preparing to connect Kaakhka telephonically with
their frontier posts on the Persian border. Poles have been erected as far as
Khivabad. The previous week’s report stated the communication was to be
telegraphic. The former is more likely to be the case as telegraphs require
skilled operators.
SaraTiJis .—The disturbance made by the Governor of Zorabad and Karim
Khan Baloch appears to have been smoothed out.
267. TRANS-PB.ONTIEB.
Baku .—There is a secret organization in Baku which appears to be
directed at promoting revolutionary movements in Persia. Nariman Narimanov,
the Governor of Baku, appears to be one of the directors of the movement
which is also anti-British. Certain letters from the principals have been
sewn up in the clothing of a messenger but delivered to this office. .They have
been transferred to His Britannic Majesty’s Consul-General as the case may
lead to a^reference to the Persian Government,
The Central Revolutionary Committee has bifurcated, forming two parties
as follows:—

Hamid Sultanov, Minister of the Interior, Vice-President.
Yuldash Rustom, Military Member.
Mulla Babaov, Secretary.
Kirov, a Russian and medium between the party and the Soviet
1 Government, which finances the party through Kirov. The
politics of this party are wholly Bolshevik.

The summaries often include appendices which are usually extracts of local and national newspapers published in the regions and countries of interest, including Nabat , Rosta , Izvestia , Ittifaq-i-Islam , Bednota, Prolitarii , Sharq-i-Iran, and Pravda . Other appendices contain details of Bolshevik Garrisons in the region.
