Events in Persia.
Some time ago, the Governor-General of Khorasan, Muhammad Taqi
Khan, broke off connection with the Teheran Government and with his detach
ment of Gendarmes moved out against the Teheran troops sent against irm.
After a few skirmishes he was forced to retreat and Meshed, the princ pal
town of Khorasan, was occupied by Government troops. At the same ti me
loyal detachments began to occupy other towns of this province and, finally,
Muhammad Taqi Khan was surrounded and fell. Among others, the little
frontier station of Bajgiran was occupied by a small detachment of Muhammad
Taqi Khan’s gendarmes who retreating, crossed over into our territory
and was disarmed and interned by our authorities in accordance with the
usages of international law. The Soviet Government, while preserving
complete non-interference in the internal affairs of Persia, is nevertheless
intensely interested in preserving peace within her (Persia’s) territory because
disturbances occurring there hinder the development of friendly relations
beetwen the two States.
At the present moment the movement may be considered to have been
liquidated, and it would seem that complete tranquillity has transpired in
Khorasan. Governors have already been appointed in many towns.
As soon as it became known in Askhabad that a new Governor had been
appointed in Bajgiran representatives of the Poreign Relations Department
and of the Department of External Trade went there to call on him. They
welcomed the new incumbent as the representative of the lawful Government
of Persia. They discussed with him a whole array of questions touching on
the friendly relations between the Teheran Government and the Soviet
Republic.
Among other things, the Governor assured our representatives that in
connection with the purchase of goods in Persia by the Department of
External Trade a return of tranquillity had ensured an absence of all risk.
He asked them to continue those commerical operations in which both countries
were interested.
The Askhabad School oe Instruction for Infantry Command.
To-day the local Infantry School of Instruction is celebrating the third
year of its existence.
The history of this school is neither complex or long.
In 1918 the 1st Saratov Division experienced a very significant
insufficiency in its command cadres and decided to form its own courses of
instruction and the result was the School of Instruction of the 1st Saratov
Division formed at Saratov in 1918.
In the initial period of its existence the school did not progress and its
daily state did not show more than 47 present.
On the 12th September of the same year the school moved to Pokrovsk.
At that time the staff of the 4th Army was also in Pokrovsk and the school
was absorbed into its administration. On the 23rd September it wms
re-inaugurated as the “Instructional School for the Preparation of Junior
Ranks of the 4th Army of the Eastern Front ”.

The intelligence summaries, and diaries, relate to political, foreign, military and diplomatic affairs in the locality and the neighbouring regions and are variously arranged under (chiefly) the following headings: 'Khorasan and North-East Persia'; 'Herat and Afghanistan'; 'Russian Turkistan'; 'Khorasan'; 'Cis-Frontier'; 'Trans-Frontier'; 'Afghanistan'; 'Bolshevik Garrisons'; 'Local'; 'Transcaspia'; 'Bokhara'; 'Tashkent'; 'Central Russia'; 'Khiva'; 'Ferghana'; 'General'; and 'Samarkand'. The summaries often include appendices which are usually extracts of local and national newspapers published in the regions and countries of interest, including Nabat , Rosta , Izvestia , Ittifaq-i-Islam , Bednota, Prolitarii , Sharq-i-Iran, and Pravda . Other appendices contain details of Bolshevik Garrisons in the region.
