West.
Whenever the poor working classes of the East, who have neither arms
nor ammunition, raise their voice in protest for their rights, the dishonest
rulers put their troops in motion against them and kill and destroy them and
then call them rebels and barbarians. They kill poor human beings like man-
eating animals will and with no more mercy than man-eaters show.
When the poor and oppressed approach their mullas and religious leaders
for protection from the tyrannies of their rulers these same accursed religious
leaders tell them they are creating rebellion, that they have become unbelievers,
and drive them away. They bid them obey their rulers and be their slaves.
O Brothers ! Make haste to unite and remove these tyrants from the face
of the earth. O Workmen! Act as we have and free yourselves from the
clutches of these despots.
The wealthy have collected the poor, have armed them and have sent them
to battle. Millions of these poor creatures have been killed and have left
behind them orphans and widows. America has come forward to help these
helpless ones. The working classes have discovered the secrets of life and wish
to lead theirs according to their own accepted rules.
In this world the first thing is that the poor and the wealthy, the week and
the strong, the armed and the unarmed, the provided and the unprovided,
should enjoy equality, for they are all the descendants of Adam.
The first people to overcome these prejudices and difficulties were the
Communists, the workmen and peasants of the Itussian Soviet Government.
They took a bold step forward and removed the wealthy and the aristocracy
from among themselves. They seized the reins of government and heroically
and gallantly opposed the enemies of the human race, the enemies of the poor
of the world, that is, the English.
The representatives of Communist Bussia conferred with representatives
from Eussia, Britain, France, Turkey and Persia in Moscow. They have
resolved unanimously that they will liberate the whole world and that all are
entitled to live in equality.
It must be brought home to every workman everywhere that he, too, is a
man like the Capitalist. Workmen must unite and liberate themselves and
their comrades from unjust treatment by the wealthy.
The aristocracy, Capitalism, and the literary community have banded
together to make the workmen and even their young children toil day by day
from 12 to 14 hours. Not satisfied with this they endeavour to keep the
workman in a state of poverty. They arm their comrades and make them
fight against the workmen. They make these troops so formed fight against
the Bed Army which itself is fighting for the cause of the poor and of the
workers.
In this you have a gooc! example of the trickery and the dishonesty of the
Capitalists.
The Communists circulate this message to all the workmen of the world,
appealing to them to join them and America and to discuss and to confer with
them as to their future action. They will be taught the principles of Com
munism, they will absorb these principles, and will take steps to impart them
to others. The Communists approach their brethren in Persia, Turkey, Khiva,
Bokhara, Georgia and Azerbaijan with a request that they should join them.
The Communists ask the whole world to join them and to be not deceived
by the Capitalists, against whom they must arise armed. They must release the
world from the wicked clutches of injustice and selfishness. The Communists
and the workmen of the world must work together like body and soul against

It contains numbered periodical (mainly weekly) reports relating to Persia [Iran], initially each called an 'Intelligence Summary' and later called a 'Meshed Intelligence Diary'. The reports cover the period of the week ending 1 January 1921 to the period ending 1 January 1923. They are initially issued by the British Military Mission, Meshed [Mashhad, also known as Mashad or Meshad], and later by the Military Attaché, Meshed. The intelligence summaries, and diaries, relate to political, foreign, military and diplomatic affairs in the locality and the neighbouring regions and are variously arranged under (chiefly) the following headings: 'Khorasan and North-East Persia'; 'Herat and Afghanistan'; 'Russian Turkistan'; 'Khorasan'; 'Cis-Frontier'; 'Trans-Frontier'; 'Afghanistan'; 'Bolshevik Garrisons'; 'Local'; 'Transcaspia'; 'Bokhara'; 'Tashkent'; 'Central Russia'; 'Khiva'; 'Ferghana'; 'General'; and 'Samarkand'. The summaries often include appendices which are usually extracts of local and national newspapers published in the regions and countries of interest, including Nabat , Rosta , Izvestia , Ittifaq-i-Islam , Bednota, Prolitarii , Sharq-i-Iran, and Pravda . Other appendices contain details of Bolshevik Garrisons in the region.
