(it) Eissaldar Khnda Bakhsh Khan told the Russian Consul that he was
Using the Afghan Government furniture which had been lent him for guests
and asked him to return it to the Naib-ul-Hukumeh. He was told that all
Afghan Consuls in Russia were provided by the Soviet Government with
furniture and therefore he was justified in using that which was demanded
back. The Rissaldar told him he was not correct in this statement, an
enquiry having been addressed some time ago to the Consulate at Tashkent
to elucidate the point. This reply displeased the Consul and he asked for
the transfer of the Rissaldar from the Consulate. The Naib-ul-Hukumeh
said that inasmuch as the appointment derived from Kabul he was power
less to move in the matter.
(v) The Naib-ul-Hukumeh asked the Bolshevik Consul to remove his
quarters from the Bagh-i-Shah to the city. The latter replied that there
were no suitable quarters in the city and he would prefer to remain where he
was. The request was repeated by letter but no reply was received.
(m) The Naib-ul-Hukumeh entertained Muhammad Reza, Shuja-ul-Mulk,
and twenty leading Herat merchants at his private garden, the Bagh-i-Shawan.
This was on the lAth, and on the 17th Shuja called to say good-bye and left for
Bakharz. The Naib-ul-Hukumeh showed him great distinction by accompany
ing him to the garden gate.
(vh) Under orders from the Naib-ul-Hukumeh, one palanquin, ten saddle
horses, and 20 pack ponies have been sent to Chahildukhteran for some State
guests who are expected.
(mii) Abdul Baki Khan, Afghan Consul designate to Meshed, has written
to Herat that he leaves Kabul for Meshed via Herat on the 27th September.
(i&) Eight lakhs One lakh is equal to one hundred thousand rupees of rupees Indian silver coin also widely used in the Persian Gulf. were sent from the Herat Treasury to Kabul.
(v) The Naib-ul-Hukumeh has ordered the purchase of 12,000 rupees Indian silver coin also widely used in the Persian Gulf.
worth of gold coins for the expenses of the Afghan Consulate and of the seven
wireless pupils at Tashkent.
(ia;) Official news from Kabul states that Naib Salar Muhammad Hasham
Khan, commanding at Jalalabad, has been promoted Sipah Salar and that
Brigadier Abdul Rauf Khan has been made a general and appointed to
Jalalabad.
Three hundred pupils from Kabul schools, including two brothers of
the Amir, are on their way to Herat, whence they will proceed to Russia to
continue their education.
(xiii) The Naib-ul-Hukumeh has re-instated a certain Rissaldar. Faqir
Muhammad Khan, who had been dismissed from Chahildukhteran by the
Naib Salar some time ago, and has sent him back to that post to take over from
Rissaldar Abdul Rahim Khan who is under orders to proceed on special duty to
Tashkent. The Naib Salar, hearing of the despatch of Faqir Muhammad
Khan, sent a party to arrest him but on the receipt of a written order from
the Naib-ul-Hukumeh cancelled his instructions.
(Note. —It may be remembered that the Bolsheviks have been trying to secure the removal of Colonel
Abdul .Rahim Khan from Chahildukhteran aad it seems as though they have succeeded.)

The intelligence summaries, and diaries, relate to political, foreign, military and diplomatic affairs in the locality and the neighbouring regions and are variously arranged under (chiefly) the following headings: 'Khorasan and North-East Persia'; 'Herat and Afghanistan'; 'Russian Turkistan'; 'Khorasan'; 'Cis-Frontier'; 'Trans-Frontier'; 'Afghanistan'; 'Bolshevik Garrisons'; 'Local'; 'Transcaspia'; 'Bokhara'; 'Tashkent'; 'Central Russia'; 'Khiva'; 'Ferghana'; 'General'; and 'Samarkand'. The summaries often include appendices which are usually extracts of local and national newspapers published in the regions and countries of interest, including Nabat , Rosta , Izvestia , Ittifaq-i-Islam , Bednota, Prolitarii , Sharq-i-Iran, and Pravda . Other appendices contain details of Bolshevik Garrisons in the region.
