—that is, one without a specie backing for redemption and encashment.
Such trifles of finance, however, do not trouble the makers of revolutions.
It is doubtful if they have even the crudest knowledge of such.
The villages in the civil war area are being made to find cash
indemnities and to pay a year’s land revenue in advance. These requisi
tions lead to fracas with the villagers.
An issue of postage labels is being arranged with the co-operation of
a local paper, the legal variety having been used up. Independence of the
Central Government, too, makes it impossible to apply for a further supply
from Teheran.
Steps for the inception of a Department of Education have been taken,
Muhammad Taqi Khan himself subscribing £10 in the interests of female
education.
The following particulars of movements and strengths have been
accumulated. They do not claim to be complete owing to the present re
strictions on intelligence work
Small detachments are sent south every day—or as fast as they can be
equipped and clothed. Recruits are put through the elementary practices
of foot drill and then sent to the front as soldiers. No musketry is
practised.

The " devoted ” company of Gendarmes
(Kavkazis. Special companies have fanciful
titles) left for Turbat. The Austrian gun
“ Jahan Panah ” left for Sabzewar with six
gunners.
The strength of the tribes is impossible to compute in present circum
stances. Although several of their lashkars have been defeated it is prob
able they have been dispersed rather than destroyed. They have had some
minor encouragement in the form of additions to their numbers. Such are
(i) Those Barbaris who deserted Saiad Haidar are again identifying them
selves with his cause. (2) Imad-ul Mumalik, Chief of Turshiz, is collecting
his followers who are reported to number 700 and to be good fighting
material. They will move on Turbat-i-Haidari whose residents are believed
to be hostile to Muhammad Taqi Khan and who will join his opponents on
the first available opportunity.
Ghulam Shah of Jalga Rukh, who has a reputation for courage, has
joined the tribal forces.
Afghans from across the border are said to be joining the tribes, but this
is not confirmed.
Farhad Khan and Wali Khan, Kurd chiefs on the Sabzewar-Quchan
road, are collecting men in opposition to Muhammad Taqi Khan
Sedition.—The Committee of Nationalists, or Milyun, Fas started an
Anarchists’ section, the members of which will remove those who are in
convenient to the main Committee. The Committee is composed of Turks
and Kavkazis who probably would not hesitate at these methods of political
expediency. Muhammad Taqi Khan is thought to be in the hands of the
Committee and to order the arrest of proscribed persons at its direction.
As a matter of fact he is its President and will use it for his own purposes.
It is possible he sees in himself another Mustapha Kemal
Pasha
An Ottoman title used after the names of certain provincial governors, high-ranking officials and military commanders.
but lacks
that eminent person’s experience of war.

The summaries often include appendices which are usually extracts of local and national newspapers published in the regions and countries of interest, including Nabat , Rosta , Izvestia , Ittifaq-i-Islam , Bednota, Prolitarii , Sharq-i-Iran, and Pravda . Other appendices contain details of Bolshevik Garrisons in the region.
