The return of the Amir would be hailed with delight by the Bokharans
for they are greatly incensed with the Bolsheviks. They do not trade, for the
latter have left them nothing to trade with. The schools for girls opened by
the Bolsheviks show a very meagre attendance.
Kokand .—September 14th.
General conditions are similar to those of places already described. The
Bolsheviks are making some preparations for winter and are issuing leather
garments to troops. Sheepskins are also being made up.
Fighting with the rebels is still in progress. The latter are receiving
reinforcements from Kashgar and their numbers are greatly augmented.
In the last week of August they raided the railway station of Yugo-Organj
(?), massacred the garrison and destroyed part of the line. Beinforcements
from Margilan dispersed the insurgents who, after their custom, took refuge
in the hills.
A Turk officer, wuth two mullas, has been sent to Sher Muhammad Kor
to try and make him accept peace terms.
Andijan .'—September 11th
On the 8th September reinforcements arrived from Tashkent owing to the
activity of the rebels. This confirms the information contained in the pre
vious Summary except that the dates are slightly discrepant.
Desertions from the Bolshevik ranks to the rebel forces are frequent,
which is partly ascribable to the rebels being better fed than the Bolshevik
troops. The former have lately captured all the reserves of grain at Jalilabad,
a grain centre east of Andijan.
It is said that Sher Muhammad Kor’s terms of peace include the total
evacuation by the Bolsheviks of Ferghana and the rendition to him of the
railways traversing that province.
Namanghan .—September 18th.
Food is so scarce here that rations have to be sent from Samarkand.
Bebels are frequently raiding in the vicinity of this station. They do not
molest the people who help them in many ways.
The Bolshevik efforts to enlist help for the famine areas have met with a
poor response. Similarly their attempts to interest the people in agriculture
are not very prolific of good results as the return under Bolshevik methods of
assessment are too poor. The Bolsheviks are counting greatly on the prospects
of foreign help in the present food crisis.
Tashkent .—September 11th.
There are 1,500 men and 500 women employed in the Arsenal, the chief
superintendent being Demetriev. The daily output of rifies is 40. Ammu
nition is made in large quantities.
There was an affray between the Arsenal workmen and the troops on the
8th September in which 3 workmen were killed and 5 wounded and 15 soldiers
killed and 22 wounded. The cause of the trouble w 7 as complaints about the
defective nature of arms and ammunition turned out by the Arsenal.

Three thousand including 1,000 mounted (probably exaggerated). Majority

guns, 4 armoured cars, 5 lorries, 4 aeroplanes. t

Other appendices contain details of Bolshevik Garrisons in the region.
