the Polish Goyernment think that the calamity of famine which has
befallen Russia has weakened the power of aggression of the Russian Republic
in return of this encroachment on her tranquillity and safety.
The Russian Government expects that the Polish Goyernment will
embark upon a loyal fulfilment of the treaty.
The proposed composition of the mixed commission as outlined by the
Russian Government in its Note of the 4th July appears to offer one of the
speediest technical ways of overcoming those obstacles which are at present
hindering the work of peace. The Russian Government is ready to adopt
any convenient plan which furthers this object provided such is actually
obtainable.
The Russian Government asks nothing better than to be able to live at
peace with all its neighbours. Let the Polish Government fulfil finally the
fifth article of the peace treaty between Poland and Russia. Then will
unbreakable friendly relations be established between the two countries.
The Russian Government earnestly hopes that the Polish Government
will not be desirous of obscuring their mutual relations by further polemics
and formal discussions but will agree to deliberate on measures which will
remove the causes not only obstructing the establishment of those friendly
relations of which both Governments are so desirous but preventing the
introduction of the peace treaty into the current of every-day life.
Polish Papers Threaten.
Moscow, 13th .—According to information from Lvov, dated 9th September,
the paper 44 Forward ” observes that the negative attitude of the wdiole Polish
press with respect to its relations with Soviet Russia is full of menace.
The Polish press categorically demands the recall of its ambassador from
Moscow and the ejectment of the Russian representative from Poland.
The same issue of “Izvestia” publishes an article which seeks to pacify
the Muslim element among the railway workers of Askhabad which is dis
contented because/t considers that the European portion of the same commu
nity is the better treated. The article goes on to say that in former times
when Transcaspia and Turkestan were regarded as colonies for the European
Russian population of the Tsar such might have been the case but that now
under the Soviet Government all Muslims and Europeans enjoy equal rights.
The rest of the impression is given up entirely to famine relief.

The intelligence summaries, and diaries, relate to political, foreign, military and diplomatic affairs in the locality and the neighbouring regions and are variously arranged under (chiefly) the following headings: 'Khorasan and North-East Persia'; 'Herat and Afghanistan'; 'Russian Turkistan'; 'Khorasan'; 'Cis-Frontier'; 'Trans-Frontier'; 'Afghanistan'; 'Bolshevik Garrisons'; 'Local'; 'Transcaspia'; 'Bokhara'; 'Tashkent'; 'Central Russia'; 'Khiva'; 'Ferghana'; 'General'; and 'Samarkand'. The summaries often include appendices which are usually extracts of local and national newspapers published in the regions and countries of interest, including Nabat , Rosta , Izvestia , Ittifaq-i-Islam , Bednota, Prolitarii , Sharq-i-Iran, and Pravda . Other appendices contain details of Bolshevik Garrisons in the region.
