Naib-ul-Hukumeh remarked that really Shuja was a culprit, for he has fled
to Afghanistan without fighting and without losing a single man in action.
The letter was forwarded to Kabul by post.
(xiH) Simla-ul-Mulk told the Naib-ul-Hukumeh that he did not wish to
fight Muhammad Taqi Khan. The latter had sent an expedition against him
which outnumbered his resources in men and included twelve guns. He had '
no recourse but to return to his original country (Afghanistan). He added
that his enemy was helped by foreigners with money and arms.
(xi v ) Yusaf Khan, son of Shuja-ul-Mulk, asked the Naib-ul-Hukumeh
for help against the Gendarmerie, and if that were not possible that he should
he allowed to return to Persia and join the Amir of Kain with his horsemen.
Later, Saiad Haidar, the Barbari chief, and Yusaf Khan drove to Kafir
Qala (27th).
(xv) On the 30th Saiad Haidar and Yusaf Khan, with other leaders*
returned to Herat to ask again to be allowed to return to Persia with their
horsemen, to rescue their belongings from the gendarmes, to join the Amir
of Kain, or to go to Teheran to see the Shah. The Naib-ul-Hukumeh replied
that the matter had been referred to Kabul and a reply was expected.
(xvi) It is reported that at Hakka an Afghan frontier picquet engaged
a British piquet opposite it. The commander of the former has been recalled
to Kabul and will be blown from a gun. The Amir has asked the British
authorities to deal severely with their man.
(xvii) The tw T o Bokharans, remnant of the Bokharan Envoy’s escort
which was imprisoned for misbehaviour, together with the eight Indians
whose arrival from Eussia has been reported, have been sent to Kabul, via
Hazarajat, under escort.
(xviii) Out of 220 men of the 9th Herati Battalion convicted of insubor
dination about 200 have paid their fines and provided substitutes. The remain*
der are to be kept in custody pending further orders. The substitutes have
received fifty to sixty

10,000 Persian dinars, or a gold coin of that value.

Other appendices contain details of Bolshevik Garrisons in the region.
