Moscow. —In a session of the Rumanian Council of Ministrs, M. Jonescu notified the follow
ing : “ There can be no movement in the direction of help for starving Russia on the part of
France. The latter is awaiting a favourable opportunity for attacking Russia with the object
of re-establishing a bourgeois regime there ;
A 'project is on foot to attract demobilized British, French and other officers to act as delegates
of the Red Cross and to send them to Russia where, under the pretext of assisting the starving, they 4
will initiate organizations and conspiracies against Soviet Russia.
Systematic and Abominable Provocation.
The opponents of the Russian Government, especially the Monarchists, are preparing in
Latvia an attack upon the Government of that country. Simultaneously, the whiteguards
propose to issue a lying proclamation in the name of the Communist party that this attack is
an answer to the repressive menures against Communists. Similarly, the press will be suborned
to accuse the Soviet Government ov having instigated these movements. Ali this is part of a
scheme to create an atmosphere in which hostile acts directed against Soviet Russia by foreign
powers will flourish.
Our enemies are preparing a new adventure against the Wor kmen’s and Peasants’ Govern
ment. The Soviet delegations in Latvia and other countries have warned the Governments
they are accredito of these aggressive schemes.

The Blessed Ad.
Monday, the 10th of Zil Hijjah (15th August) is a day remarkable for its magnificence. It is
Temarkable, too, because it affords an occasion for the expression of mutual love and union. It
may serve as a warning to the noble followers of the Great Prophet who once witnessed to the
perfection of their civilization and to their eminence among the nations of the world. Yet,
since then these that were so eminent now find themselves in the depths of degradation and
■despair.
Pilgrims who gathered from all the corners of the world had been able up to now to meet
their Muslim brethren upon the occasion of this ’Id in conditions fraught with the peace and
comfort that reigned in the Ottoman Kingdom. They were able to visit Mecca (the House
of God) and to pay homage at the exalted threshold of the Prophet.
One may call to mind to what degree the Sublime Porte provided the means of comfort for
Muslims travelling along the paths that led to Mecca and to what extent she displayed the
sincerity of her sentiments towards the pilgrims in the w r ay of free entertainment.
One can remember experiencing a spontaneous outpouring of brotherly feeling in the
Turkish Dominions as a whole and in Constantinople in particular—a feeling which the mind
nf man cannot gauge to the depth. Words fail to describle the status, the splendour, and the
glory of that great Muslim Empire, the Ottoman Kingdom.
Alas! Those who have seen at the time of the Haj the Turkish Government’s enthusiasm
for and services towards the pilgrims can only regard the present Id as an occasion for universal
mourning and the more so since the stronghold of the Kaliphate lies helpless in the clutches of
tyrants and of the enemies of Islam.
Almighty God in His graciousness has caused a current of union, friendship, and love to
■course through the hearts of all Muslims, despite the fact that the Td and the days of rejoicing
have been converted into those of consternation and woe. These our hearts are banded together
by our brave and pious King, the Amir Amanulla, whose ungruding efforts are directed to keep
ing the peace between brothers in Islam. May their union grow stronger day by day and may
it ever be a source of delight and comfort to the Muslim world so that under the auspices of our
Kinw we may be able to observe the Td with pleasure and happiness. May confusion be chang
ed to order and harmony through the able and firm endeavours of the King of Muslims and may
the sum of our present despair and degradation be not added to.

The summaries often include appendices which are usually extracts of local and national newspapers published in the regions and countries of interest, including Nabat , Rosta , Izvestia , Ittifaq-i-Islam , Bednota, Prolitarii , Sharq-i-Iran, and Pravda . Other appendices contain details of Bolshevik Garrisons in the region.
