Labourers and Peasants—We address ourselves to you in the following statements of ten
chapters :
1. Never believe the words of English Capitalists who have conquered the four corners of
the earth and are oppressing the poor. More than 400 millions of workers are toiling for their,
the English Capitalists” gains. Turkey, Persia, Arabia, India, Egypt, Australia, Ireland, and
Canada—all are under their heel. Be ready to fight these blood-thirsty tyrants.
In days of old the Emperors of Russia were the enemies of Persia, now the English
Imperialists are her foes.
Revolutionaries ! Patriotic Young Men of Persia : Gird your loins and remove this cannibal,
this serpent, this useless nation, from the face of the earth.
2. Think not to place your trust in the words, the promises, of the Shah, his ministers, and
the aristocracy of Persia. Once they were in the pay of Russia and served her, now they are
paid by the British and they wish to sell you to them.
How comes it that Muhammad Ali Shah swore five times on the Quran to abide by the Con
stitution and was prepared to repeat his oath a sixth time ? Yet he did not keep his oath.
The Revolutionary Party forced him to abdicate.
Pests such as he was, working in accord with the insensate ambitions of Imperialism, will
never allow Persian workers to attain to a comfortable and happy life.
3. Believe not for a moment the words of the Capitalists. They have made their fortunes
with the blood of the poor and with the sweat of the labouring classes. They have banded them
selves with unpatriotic men and idiotic mullahs to deceive the poor with promises of the heaven
or with threats of Hell, which await them after death. Themselves they add every day to
their piles of good and lead luxurious and happy life.
4. Do not repose your confidence in the democrats of the country. All of them have wealth
and large estates for which reason they wish to cheat the poor and to make of them their slaves.
These democrats are divided into three parties, one which wishes to sell Persia to the English,
another which wants to keep Persia for the Persians, thereby intending to profit by the work ot
the labouring classes, and a third which will sell Persia to anyone who will help them fill their
pockets.
5. 0 Workers and Unionists of Persia ! Be earnest, and rise against the renegades of your
country. Wrest your freedom from their hands as others of the world have done. Deliver
your oppressed country from tyrants and from the hands of cruel men.
6. You must seize the estates of the wealthy and must distribute them among the peasants.
You must open a sufficiency of schools to educate the peasants and workers in the villages.
You must be free men on your own hearths and in your own homes.
7. The Unionists (Revolutionaries) of Persia wish to lay the foundations of a Republic in
Persia and thereby to release the peasants and workmen from the tyrannical hands of Capita-
hsts and the Aristocracy. In this way they can protect the poor from starvation and unhap
piness.
8. For the sake of Socialism the Unionists of Persia should extricate the poor and the workers
from the hands of Capitalists by fighting to the last ditch. Those who do not support this move
ment must be adjudged an enemy of the poor and be brought to judgment.
9. The Unionists of Persia appeal to the labouring classes of the world. The labourers of
appeal to those of Russia that they may release them from the tyranny of the wealthy.
Except in Russia the working classes of the world are in the toils of Capitalists. Yet in
America and in Europe, by virtue of frequent strikes, the workers are bending the Capitalists to
their will. It will not be long before the Capitalist will disappear from the human family.
