(is An article entitled “ What is legislation and what is a legislator ? The article,
refers to the worldly and after-life good involved in the laws of Islam and quotes a portion of a
comprehensive speech by an English peer.on Islam and the Muslims who said therein that the
first thin* to do to annihiliate the East and to perpetuate English dominion m those parts
would be° to terminate Islam and the Qoran-as advocated by Peter the Great Gladstone,
Salisbury and later, by Sir Edward Grey and Sassanov. Despite all the malevolence of the
infidels towards Islam, God has protected His mighty religion despite the powerful intrigues of
its enemies since the days of the Great Prophet till now. He has entrusted it to the great
Muslim rulers, among whom is ranked the Amir Amanullah who has based the legal code of his

Amir Amanullah is truly one with whose blessing the ’whole world is blessed and his Master
has strengthened his hand with victory.

(ii) The organization of the Government of Afghanistan.
(in) News of the Interior. —The founding of a school in Turkestan to be maintained by
voluntary subscriptions from officers of the Afghan army in Turkestan whose sons will receive
their education therein.
(iv) A new newspaper, Tcdu-i-Afghan, has been started in Kandahar. The editor of the
Ittifaq-i-Islam extends his welcome to this new born contemporary.
(v) The arrival of the detachment of cavalry in Herat under Kandak Mushr Sher Ahmad
Khan. The provision of a guard of honour and of a salute of guns is noted.
(vi) A school for the education of Afghans under the direct control of the Ministry of the
Interior, has been started in Kabul. The curriculum includes religious and international law,
geography, mathematics, etc. Successful candidates from this school will get Government
employment.
(vii) Foreign News. —Itla-ul-Mulk has been appointed Persian Ambassador in Kabul.
(viii) The hostility to British trade interests of the Angora Government. ;
(ix) Usmanli propagandists in Persia. A party of Kemalist officers has entered the Azer
baijan province for propaganda work among the leaders of the tribes. According to special
information, six nationalist Turkish officers have arrived in Gilan via Khalkhal to interview
and discuss matters with Mirza Kuchik Khan.
(a;) The arrival of Afghan officials at Paris. Their departure for England and Switzer
land.
(xi) The difficulties of the Bolsheviks in Central Asia. The Bolsheviks are improving in
their method of treating their subjects and are paying much attention to the economic future
of their country.

* A reproduction of a note appearing in the Tehran paper Iran which was to the effect that the Central
Committee of Socialists has set aside five hundred million roubles in Nikolai notes for the organization of a
Bolshevik press in foreign countries. In addition to this,, the Committee would subsidise existing propa-
gandum agencies.
