insurgents numbered some 10,000 under the command of Ivan Fabrishov. They
included Russians, Chechins, and Cossacks, the latter being remnants of Denikin’s
army They preserve the name of the “ Green Army”. They practise guerilla
tactics, raiding Bolshevik posts and destroying the railway line.
Grozni itself is well fortified and its garrison belongs to the 11th Red Army.
Food is scarce, bread being composed of wheat and maize flour, which latter
cereal is largely grown in this region.
Cholera had just started at the time of the report. It is decreasing at Baku
where the casual was detained four days.

Kizil Arvat— 5th August. —Summer crops have been destroyed by late frosts
and those from a later sowing were eaten up by locusts.
Passengers are not allowed to detrain at Kizil Arvat from east bound trains
owing to fear of conveying cholera derived from Baku or Krasnovodsk.
Bolsheviks are secretly giving arms to Persian Yomuds for the purpose of
fomenting trouble with the Persian Government.
A revolution among the employes of the railway works is considered inevitable.
A short time ago they went on strike as did those on the railway. The train service
was suspended for two days in consequence. Food was sent from Askhabad and
the situation thereby restored.
Askhabad.—T he community under the lash of komissars and chiefs of in
numerable departments and institutions, and exhorted by propagandum in press and
pamph ! et, is doing what it can to organize relief for the starving millions of the
Volga district. Considering that the settled population of the town is itself living
in conditions of semi-starvation such appeal can be productive of little. No doubt
the rural Turkmen will be bled still further and the result duly advertised as a free
gift. In the latest edition of the Askhabad Izvestia received here the authorities
warn their townsfold that of the famished population of the Volga districts 25,000
are allotted to Turkestan of which Trans-Caspia is to expect 7,000 to 9,000. The
actuals have probably been considerably minimized.
The Persian and Afghan Consulates have been vacated by their respective
incumbents who found life and conditions generally insupportable in Askhabad.
The former relates that for the first two months of his stay he was subject to
constant surveillance. He says that the Afghan Consul when en route from
Askhabad found that at a certain station the train was starting without his ser
vant who was in danger of being left behind: To attract attention and to stop

The intelligence summaries, and diaries, relate to political, foreign, military and diplomatic affairs in the locality and the neighbouring regions and are variously arranged under (chiefly) the following headings: 'Khorasan and North-East Persia'; 'Herat and Afghanistan'; 'Russian Turkistan'; 'Khorasan'; 'Cis-Frontier'; 'Trans-Frontier'; 'Afghanistan'; 'Bolshevik Garrisons'; 'Local'; 'Transcaspia'; 'Bokhara'; 'Tashkent'; 'Central Russia'; 'Khiva'; 'Ferghana'; 'General'; and 'Samarkand'. The summaries often include appendices which are usually extracts of local and national newspapers published in the regions and countries of interest, including Nabat , Rosta , Izvestia , Ittifaq-i-Islam , Bednota, Prolitarii , Sharq-i-Iran, and Pravda . Other appendices contain details of Bolshevik Garrisons in the region.
