(ii) The Naib-ul-Hukuma has had one of the heads of the city wards (mohalla)
flogged and fined 200 tomans 10,000 Persian dinars, or a gold coin of that value. for allowing two men of his ward to accept service with
the Bolshevik Consul without previous reference to himself. The man was deprived
of his post in addition to the above punishment.'
The other heads of mohallas were summoned and made to sign a statement that
they would not allow anybody in their areas to take service with the Bolshevik
Consul.
{Hi) On the 9th August the Consul called on the Naib-ul-Hukuma and in
formed him that he had a boil on his face and was going to Kushk for five days to
get it cured. He then asked that his servants might be released. He said that on
account of such treatment the public will laugh at-the friendship of Bolsheviks and
Afghans. Moreover, the British agent will make much capital out of the incident.
The Naib-ul-Hukuma gave him a sharp reply but eventually agreed to release the
servants.
(iv) The Bolshevik Consul with two of his servants left for Kushk on the 11th
It is believed he has made the boil on his face an excuse, his real intention being to
discuss with the plenipotentiary at Kabul his present unfriendly relations withthe
Naib-ul-Hukuma.
(v) Four Afridis, three of whose names were Abdulla, Sher, and Sumandar,
arrived from Russia via Chahildukhteran. Abdulla has a German wife and
German stepdaughter. The party had a draft on the Herat Treasury issued at the
Tashkent Afghan Consulate. Three of them left for Kabul via. Hazarajat on the
11th. Abdulla was detained by the approaching confinement of his wife. Khawan-
in sowars escorted the party.
(vi) The Naib-ul-Hukuma summoned the ten Bokharans who had been escort
to the Bokharan ambassador and had misbehaved en route. He inquired of them if
they wished to return to Bokhara. The Captain and his servant declined to return
the rest of the party wished to do so. The former two asked that as alternatives
they might enter the service of the Naib-ul-Hukuma or be sent to Persia.
(vii) It is rumoured that all Bokharans have renounced Islam and become
Bolsheviks. It is also believed that the Amir has asked the Bokharan envoy to
quit Kabul. Confirmation is awaited.
(viii) On the 7th August the Naib Salar ordered two batteries to carry out
artillery practice near Maulvi Jan.
(ix) Orders have been received from Kabul that the Kotwali battalion be put on
to civil work. After parades their arms are to be deposited in the armoury. They
are to be given sticks and made to patrol the town as civil police. (This appears to
be a disciplinary and precautionary measure whose significance has escaped the
correspondent.)

(x) Colonel Abdul Ghafur Khan, commanding the Kotwali battalion, brought
his regiment to the Chahar Bagh and paraded it before the Naib-ul-Hukuma. The
latter was pleased with its work and presented the commandant with a shawl and the
men with 50 tomans 10,000 Persian dinars, or a gold coin of that value. for sweets. (There is probably more in this incident also than
explained by the correspondent and it perhaps reflects something of the strained
relations between the civil and military chiefs of the Province).
(xi) The Naib Salar examined those men and officers who have been through a
course of instruction lately. He promoted the artillery colonel to brigadier, and the
artillery commandant to colonel. Several other promotions were made, both in the
commissioned and in -the non-commissioned ranks.
(xii) The recently started Kandabar paper, Tulu-i-Afghan, has been subscribed
to by all officers by order of the Naib Salar.
(xiii) On the 10th instant the Naib Salar ordered the two batteries sent out for
practice (para, viii) to return.
{xiv) On the 11th August the Naib-ul-Hukuma ordered the Naib Salar im
mediately to relieve the khawanin cavalry on post duty at Anardara, Ghorian, and

The summaries often include appendices which are usually extracts of local and national newspapers published in the regions and countries of interest, including Nabat , Rosta , Izvestia , Ittifaq-i-Islam , Bednota, Prolitarii , Sharq-i-Iran, and Pravda . Other appendices contain details of Bolshevik Garrisons in the region.
